Responses to KLYC survey on impact of homeless camps on McMinnville

The following are some of the responses to a survey that KLYC Radio started on Facebook April 23, 2019 9am. We asked people ten question about the impact of homeless camps on the city of McMinnville. These answers were taken from the survey as of April 23, 2019, 8am and represent about 24 hours worth of input.
The following are the answers to “other response”. That is, you could answer with your own responses and not choose one of the survey selections. The answer list was too large for a Facebook post, so we had to move it to the KLYC Website.
ANSWERS TO QUESTION ONE “OTHER”
Put them in housing but make them work for what they get.
—————–
Its has impacted my sense of security at the library and aquatic center for my children. I feel that there are too few resources for some and others who choose not to use the resources available.
—————–
They are taking advantage of a city who is too scared to take action and holding us hostage. McMinnville is becoming unlivable
—————–
I feel it’s pretty tough to get a job if you stay in your tent all day, you don’t pay taxes you have no right to public spaces
—————–
With the homeless comes crime to support drug use. First property crime, then assaults.
—————–
There needs to be radical change re mental health/healthcare, addiction. Not finding or caring to help people unless they are “your people” or causing problems does not make them go away!!
—————–
I feel there should be very strict standards for those who are using the street as a place of residence. My top concerns are used needles/drug paraphernalia, human waste, and garbage.
—————–
The city needs to work a bit faster & look at how other cities have supported their homeless, created housing & support systems & successfully solved the issue within the community. Running people off is not the answer.
—————–
We need to help but the homeless need to help themselves too. In return for a clean, safe place to live (not just shelter) they need to commit to finding and keeping a job, taking a path away from substance abuse and maintaining their homes in a manner consistent with neighborhood norms.
—————–
They use our garbage bin provided for the tenants here. We have video of them filling water jugs on this property. Witnessed theft in broad daylight. Also on camera. Feces on this property. And I still feel compassion and fear for them and ourselves
—————–
Public Land should be selected and outfitted with trash and sanitary facilities for long-term camping w/ outreach working with campers at these locations.
—————–
I would like to know if it’s true that many of these people have been sent here from other towns. And how many became homeless while living and working in McMinnville.
—————–
I feel that it is a sad situation, however a vast amount of homelessness is due to drug and alcohol use. A lot of these homeless, don’t even want help to get off the streets.
—————–
We need to look into the closures of metal health facilities where a lot of Oregon homeless come from
—————–
They should be forced to work with programs to find a job and pay to live in the community like everyone else.
—————–
Their are multiple service available to people who want them but you can not force them. Enableling them at the community expense is a poor choice
—————–
Personally, I can’t lump all homeless into one category. I have compassion for those who are homeless due to true financial hardship, and who are trying to improve their circumstances. I also have compassion for those who are truly mentally ill. I don’t have compassion for panhandling addicts.
—————–
All of the above
—————–
I feel the police and administration are hiding behind the fear of lawsuits and need to enforce the laws and codes of the town. It’s unfair for a person in a house who pays taxes to have to abide by certain laws and not others. These people have taken advantage of the generosity of the town and are not seeking out the services available.
—————–
I feel liberal governments are creating there issues
—————–
If they need a hand up to get back on their feet give them a helping hand. If they dont want it then they have to move on and away from Mac.
—————–
This issue isn’t going to go away on its own. We need to find a place that works for both the homeless and the Mcminnville community. They have to go somewhere.
—————–
The city is doing a disservice to the homeless for allowing them to live this way.
—————–
too much free for all! allowing them to reside on public property at the detriment of the common public. Criminal shenanigans and common decency out the window and most don’t have a plan of action for improvement. No changes and more growth of like minded people infiltrating our city. Not happy with this!
—————–
We have some of of the best mental health services in the State we need to use them more in this area
—————–
I don’t think they should be allowed to set up camp by parks where kids frequent.
—————–
If rent was more affordable, less homelessness.
—————–
The homeless situation is the way it is due lack of jobs, housing not affordable, and other variables. A way the city could eliminate some of the homeless, is to find the homeless that is actively looking for help to find a job and housing.
—————–
Most of these people are living there by choice. This community should not have to pay the bills (garbage, sewer, showers, food, etc) for people that choose to live off the normal grid or choose not to be clean.
—————–
They are absolutely taking advantage and the city and churches continue to allow them to do so. It should not be the tax payers responsibility to pay for their garbage service or bathroom etc
—————–
While this is a complicated situation, you see the majority of these people are of working age and fully capable of working but aren’t due to choices with drugs and alcohol or just not wanting to have to work to support themselves.
—————–
I feel the homeless need help but also need to help themselves. They need to work and be a part of the community. Not living or begging from t he community.
—————–
It is disturbing to go to the park or be in downtown and see all the campers and Eva. I have compassion for those fallen on hard times but the majority of homeless are dealing with mental health or drug addiction. My family has already suffered violence at the the hands of homeless trying to get more money to feed a drug habit.
—————–
Time to eliminate the problem we are becoming Portland
—————–
Everyone needs and deserves compassion
—————–
Its insanity! Why on earth are we just letting this happen?! I feel so unsafe anymore.
—————–
I don’t think the city cares or is doing ANYTHING about the homeless. They need to leave Dustin Ct and Marsh Lane
—————–
If someone is homeless because incomes haven’t kept up with rents, I can understand dealing with that. If someone is unemployed and homeless because of personal habits, I don’t feel any special need to provide for them, especially in a random way.
—————–
Depends: mental need help, drug dependent need help, able bodied put to work, criminals a
—————–
We need to address the mental health issues of many of the homeless at the same time as helping them with “housing.”
—————–
There are several people that are taking a vantage of Yamhill County Mcminnville ycap Churches etc. a large amount of these people have no desire to better their lives and get out of their current situation
—————–
I feel many ways- I wish we could have a building/under cover area away from businesses and tourist attractions where they are allowed to live. They can all live together and maintain that area. If we have that then we can expect them to not live in the streets in areas where they are no wanted.
—————–
I think that if the city or any businesses are going to (in effect) “sanction” camps like the ones at YCAP/Marsh Lane, rather than enforcing camping/parking/loitering restrictions, then they should provide facilities (i.e. water, garbage, porta-potties) because the campers are overloading the facilities provided elsewhere (i.e. dog park) and it is hazardous to the public to go there at times.
—————–
I feel people wouldn’t have such a problem with them if they just clean up there trash.
—————–
I feel bad for the homeless people. Beings I understand the cost of housing is astonishing. As a community I think we need to pool together to help people.
—————–
It is completely unsafe and unsanitary for people to be living in these locations. Not to mention all of the illegal activities drug use, drug sales, and all the stolen stuff they are hoarding. So they just bought all 40 of the bikes they have laying outside their trailers, I think not.
—————–
There will always be a need to help the homeless. Ignoring and not dealing with the core issues such as mental health, addiction, or many other possible reason the problem will only expand. Moving people will not solve or help the issue without somewhere else to go and/or help to solve their issues.
—————–
The homeless are 100% taking advantage of McMinnville. It’s unsafe for myself to even go to work around the corner without people blocking the road, hitting my car, or begging me for money. We have offered them JOBS and they decline. They are abled people just living off everyone else and it’s so inconvenient for people actually contributing to society
—————–
The city needs to come up with something for the homeless, because as a mother I do not feel safe going on walks close to downtown or to the library or the dragon park to let my child play because they are living there and it’s sad that we can’t feel safe in our town or at the park to let our kids be kids.
—————–
I feel circumstances have made Mcminnville more expensive to live in and the home less need to adjust to those circumstances by moving to San area they can afford.
—————–
It’s bullshit how they’re trashing our community
—————–
It’s out of control.
—————–
I will NOT frequent any area or establishment where homeless camp. I’m a woman and can protect myself, but do not willingly place myself in harm’s way. And let’s get real, homeless DO have higher crime rates.
—————–
Some homeless people have fallen on hard times and some have caused themselves or chosen to be homeless. Nevertheless, they need to take responsibility for themselves and not be a burden on society.
—————–
It is a huge inconvenience trying to go to Joe Dancer or Mac W&L, and I feel the city has it’s hands tied about being able to do anything.
—————–
I feel that there has to be another viable option for the homeless, that does not directly affect the citizens of Mcminnville. This epidemic has not only brought trash and created an unappealing look for our town, but has also increased crime activity as well.
—————–
Please we can all help if we have love in our hearts this are family’s in need let’s help them out.
—————–
They aren’t homeless they are campers/drug addicts attracted here by “services”
—————–
help needs to come in the form of enforcement and treatment. No one should just be allow to wallow publicly in a state of dispair. We need to find a way to close the gate. I think we should ship new arrivals back to where they came from. For existing, we need to get funding and provide or enforce the treatment they need.
—————–
As a business owner having my business location in the area in question , finding garbage in my parking lot, rocks thrown at my trucks and building, vandalism of my signage, it is saddening and makes it even tougher to have a piece of mind having a business in Mac.
—————–
More than inconvenient, its unsafe to have the transients at Joe Dancer. There are kids there all hours of the day. There is no accountability for those camped there, they could be sex offenders, people with permanent addresses have to register as such.
—————–
See my comments on your fb post
—————–
Make a property a homeless property and a resource center to provide information on how to better themselves and their situation
—————–
I feel like I am on both sides of tho debate. I was once homeless, with all 3 kids, not too long ago. Because of this I feel compassion for the homeless (even the addicts), but at the same time I feel angry because they are so disrespectful to the land and they are dirty. I feel like the city could be doing more to keep these areas Clean and safe.
—————–
Danger for all entering Joe Dancer and would NEVER let my children go there now. Horrible for sports now as you have to drive kidsw thru this
—————–
I feel bad for the majority of them that have fallen on hard times but… that doesn’t mean you should keep so much junk around you or have a cart full of junk. They need to be respectful and keep things clean
—————–
Majority of homeless have drug issues or mental illness, and need those needs to be addressed.
—————–
I have a hard time getting to work from Davis street to 8th street due to the amount of people that lay in the streets, block traffic, ect.
—————–
I feel they are ruining our town. Mcminnville looks horrible. And I don’t want to raise my kids here anymore.
—————–
I think there should be interviews with each homeless person and services should be offered to help those that choose to be helped and as long as they work on a path out of homelessness they should be able to stay put. Those who are taking advantage of the good graces of the city (squatters and such) should be asked to seek shelter where they can live in the life they choose.
—————–
I select all because some of the homeless are homeless due to being addicts and given chances to be clean. Take advantage of the help just to go right back to using
—————–
To many services that are enabling the situation and inviting homeless from other communities.
—————–
Think most want wherever they can get. And the small percentage of them honestly are falling on hard times, it’s the bad ones that I really have no compassion for as they don’t help themselves. Why should i?
—————–
I feel the City has failed the tax payers miserably. The homeless are getting away with breaking the law.
—————–
I understand helping the homeless but if they don’t want to take the work that is available then I don’t think we can help them
—————–
I dont feel like the city is working hard to find an answer and they only care now that wine season is starting up again.
—————–
I feel like they should follow the laws and stay in our homeless shelters if they need a roof over there head not on someone else’s sidewalk!
—————–
I feel we should have the city of Mcminnville put them to work cleaning up trash and start building little communities for them to go
—————–
It is getting scary in our town and making it look trashy.
—————–
I feel like McMinnville has got worse due homeless almost on a lot of corners. It makes McMinnville look trashy and I understand they have no where to go but we need to do something about this matter.
—————–
yes, I think you *ARE* trying to stir-up further unrest in the community. Of what value is this information to you? What will you do with it that hasn’t already been digested by those in charge of these issues? You’re a radio station and the old adage of “if it bleeds it leads” is lurking not too far from the surface here. You’re after either ratings or imagined self-importance… or both.
—————–
There may be some who choose this lifestyle, but mostly they are victims of hard times, poor choices, mentally ill, drug abuse, broken home life.
—————–
We need more income based housing!
—————–
Just in force the ordinances McMinnville already has.
—————–
I feel think that the drug abuse issue needs to be addressed
—————–
I’m no longer comfortable having my kids wonder McMinnville with friends
—————–
I also think they need to put some more work into getting themselves out of “hard times”
—————–
Watch ” Seattle is dying”, sums it up perfectly
—————–
The filth they leave behind… the junk they accumulate. More than 3/4 of the trailers have no pickups with them to haul them! Can’t tell me they are dumping the wate at the appropriate site.
—————–
Im quite sure that some of the people who are out on the Streets Cant afford to pay the Ungodly prices landlords charge for housing so the alternative is live where you can ! On the other hand some are drug addicts and mentally sick as well ! There is no Quick Fix for all the campers and homeless folks and children ! Its a sad sad Day when we are seeing more and more folks living this way in USA
—————–
I feel for the homeless I really do. It just seems like city isn’t doing anything at all.
—————–
Buy them bus tickets to whatever jurisdiction sent them here.
—————–
People in general take advantage when they’ve invested nothing to receive said benefits. In order for anything to change, there needs to be something that causes them to be invested; only then will they have respect for and show ownership of their “benefits”.
—————–
I believe those who are homeless have rights and fear the city will be sued
—————–
It is not safe for the residents having a base be at a park. It is also not clean or healthy for the environment with what they do to the land when they stay at / around those locations.
—————–
It is illegal to just set up residency anywhere you want.
—————–
Please dont put them all in one category
ANSWERS TO QUESTION 2 “OTHER”
I just dont go there
—————–
Notice how people and the track team do not run to Joe dancer anymore?
—————–
I am worried about the safety of children and youth in the area..
—————–
Driving yes. I would not walk.
—————–
I don’t feel safe living across the street from Dustin court.
—————–
Have personally witnessed drug use while driving down the road. Also i feel that they purposely walk out from between rvs I front of cars.
—————–
The comments, smell and panhandling are offensive to me.
—————–
I do not feel safe at all. My 5yr old daughter witnessed a man peeing while driving to pay the water bill.
—————–
Doesn’t bother me
—————–
Neutral feelings since they’re haven’t been any concerning incidents
—————–
The areas mentioned are not areas I frequent in McMinnville, so it isn’t an issue for me at this time.
—————–
Yes, I drive down these streets several times every day but they are disgusting. They are also a safety hazard when you take a road like Marsh lane and funnel it into a single lane of travel.
—————–
When they are aggressive. NO, and if they are mentally unstable NO
—————–
I dont know im not familier with that area..
—————–
Not looking forward to my child’s softball games at joe dancer.
—————–
I should be able to walk my children down most any city street (especially parks, libraries, America’s runner up best down town, etc) without concern of feces, needles, being robbed or eyeballed, or seeing drugged out people.
—————–
I have not necessarily felt unsafe but it certainly would be for a child walking down to a game and it does impede traffic!!
—————–
Reason I feel safe because the homeless has made their own speed bump throughout their communities to slow people down.
—————–
No..a majority of these individuals have proven to be drug users, thieves and hostile to others.
—————–
I do not feel safe at all. I roll up my windows every time I have to drive down marsh lane. They steal use, drugs and are flat out disgusting
—————–
I don’t feel unsafe because I don’t really go to those area.
—————–
I do not go to these places but I do not feel safe around homeless.
—————–
There are several felons Living on Marsh Lane Known to have do Have guns some of these from the Hendrix house
—————–
Depends on the time of day. I would not walk there at night.
—————–
50/50
—————–
I have to keep my guard up while walking with my children around town because I feel the homeless population are unstable and unpredictable. We walk through some areas as quickly as possible and avoid other areas (3rd street, Joe Dancer, upstairs & bathroom of the library, city park after finding needles from the homeless that hang out at the library).
—————–
My 10 year old and I used to walk to Joe Dancer but we both are too scared now after being screamed at by a man who was obviously on drugs. We also no longer take our dogs to the dog park because I get too nervous.
—————–
It depends on who is there. The majority of the homeless I’ve seen are on drugs though and that makes me feel uncomfortable
—————–
Not sure how a “no parking sign” as you go down to Joe Dancer can’t be enforced. You can bet if it were any other citizen or situation it would be tagged!
—————–
I used to ride my bike riverside drive to work but now wont due to people yelling and feeling unsafe. My coworker was even stopped and panhandled for money when biking past.
—————–
Sometimes
—————–
I do not feel safe there or any other place where the homeless are located. My son has already been directly affected by them twice.
—————–
I feel safe driving but not walking.
—————–
I avoid going downtown for shopping and dining because of safety concerns.
—————–
Harassed multiple times. Even called cops on homeless sleeping on my porch!
—————–
Yes and no. Some places aren’t safe but I do feel safe with my pepper spray!! If any of the homeless people tries to attack me, I’ll just fight back!
—————–
Driving yes. Walking probably not so much.
—————–
No, especially while going through there multiple times a week for my sons sporting events.
—————–
It would be really helpful if those on hard times were able to stay, but not knowing if they are thieves, drug users or have a track record for violence I am very concerned about having any interactions with them.
—————–
I have rolled up my windows and locked my doors due to the fights I have seen within the homeless camps. Blocking traffic and waiting to pass.
—————–
Needles found in parks, etc… afraid to even take the kids to the park
—————–
I know many who do feel unsafe alone.
—————–
I wouldn’t let my children walk through there alone solely based on yamco watch fb page showing how often the police are called in that area. I feel safe driving through there. I do not feel anymore unsafe driving through there than other parts of McMinnville.
—————–
Can’t bring my kids to park with out worrying about our safety
—————–
I usually avoid those areas
—————–
This is a dumb question of course not
—————–
I wouldn’t feel safe if I had to walk.
—————–
I won’t even let my teens walk anywhere
—————–
Not my family
—————–
I feel the need to lock my car doors and windows around those areas especially where Jo Dancer is.
—————–
Not familiar with these areas
—————–
I don’t go there.
—————–
Sad, because my kids and I love biking to the park. Not now!
—————–
I feel safe driving, but wouldn’t feel safe walking.
—————–
I’m very uncomfortable trying to drive in between parked RVs.
—————–
Often times they are belligerent or fighting among each other
—————–
n/a
—————–
I would be uncomfortable but not unsafe.
—————–
No, it has not been safe. People tripped out on drugs. Trash and property in the road. Dogs running loose,, no room to get two cars past on a busy road, theft, swearing obscenities at cars driving past, needles in the bushes, police called to the street many times a day, Unsanitary conditions…. it’s a long list
—————–
I work right off riverside and the amount of times i have to swerve into the other lane because they are carelessly walking or riding their bikes is ridiculous
—————–
Hell no, it’s not even safe at the parks, needles, drug activity. It’s pathetic
—————–
I feel safe driving. I’m not sure if I’d feel safe walking by.
—————–
They walk down the middle of the road and have no regard d for people driving down the road. They are the ones that provoke things and start arguments
—————–
I feel safe driving, but would never walk through that area.
—————–
I as a male feel safe but I can also see why some people may not when driving/walking in those areas.
—————–
I don’t feel comfortable walking alone anywhere in McMinnville anymore. And I have completely quit taking my daughter to the parks/library
—————–
If I get threatened again to pay my electric bill. No promises that one or two will be going to the hospital
—————–
No. No. No. no.
—————–
Depends on the time of day
ANSWERS TO QUESTION 3 “OTHER”
It will also impact home prices and schools as people. I’ve out
—————–
The homeless will also drive long time, law abiding citizens away from McMinnville.
—————–
I could care less what it does to tourism. I care about what my children see when we drive to soccer or the public pool. I care that our streets are littered with trash as I teach my kids littering is not ok. That I have watched people smoke meth while we sit at a stop light but, yet teach my children drugs are bad. This isn’t about tourism this is about our sweet town being destroyed.
—————–
This should be the least of our concerns about the situation.
—————–
I haven’t been downtown for almost 3 years due to lack of safety. I used to love strolling our streets, now I have to have pepper spray and a whistle to walk in my own neighborhood.
—————–
The homeless issue is a regional issue. McMinnville isn’t unique in the presence or scale of the problem.
—————–
I think there might be some impact on tourism, but only if they reside in the city’s point of destinations.
—————–
Portland hasn’t changed and they still have tons of traffic
—————–
I don’t care about tourism
—————–
The ones that really need the help are being turned away because the community is so judgemental towards them.
—————–
Of course it will deter tourism and new business!
—————–
Find solutions before it escalates further
—————–
I think the homeless population is going to get worse, however I don’t think it will hurt business
—————–
I believe that it will affect both tourism and new business if we don’t find a solution that benefits everyone.
—————–
Yes it will increase. Unless housing rent is put back into ck…
—————–
Why would any new business want to come to Mac with the current situation, especially the camp on 4th street.
—————–
I feel more homeless will move in.it is ugly and unsanitary.
—————–
They’re just going to keep showing up if we don’t end this.
—————–
Every town has this problem and until we address mental health, it won’t change. Bigger towns than ours have plenty of tourism and new businesses coming in …think about European towns and how they work with their homeless populations.
—————–
This isn’t Portland. People around here will not turn a blind eye to this growing problem
—————–
Homelessness is an issues for tourism, but a much bigger issue for the humans that are living it. Again moving people will not solve the issue, it will just move it somewhere else in town.
—————–
People have passed up buying land in the area due to the homeless camps on marsh and my Dustin.
—————–
This will discourage businesses, tourists and potential new residences. All three groups bring some sort of revenue to the City of McMinnville.
—————–
I sure wouldn’t start a business with homeless camping near.
—————–
Increase because we cater to them – the latest idea Commissioners want is to give them needles
—————–
They have no where else to go
—————–
Hotels have homeless sneaking in to steal food or od in our restrooms. Homeless camp outside the hotels which scare away repeat guests. Tourists can’t run or go to the dog park.
—————–
Tourists come from big cities. This is nothing compared to even portland.
—————–
Look at what happened to sheridan.
—————–
The amount will hurt tourism & discourage new businesses
—————–
Less concerned about tourism! More concerned about genuine safety.
—————–
Won’t ever be able to move
—————–
It’s turning into Portland and Los Angeles, it’s nuts. This is small town America, this wasn’t here back in 2006.
—————–
The old people that come to mac for the cuteness of 3rd street and wine dont wanna rub elbows with riff raff.
—————–
The tourist will think our town allows trash on the street
—————–
It will only increase as rent and everything else increase
—————–
I think homeless people hanging around on the sidewalks is not good for business and I sympathisize with business owners. I think the answer is a day shelter and an overnight shelter.
—————–
My kids can’t even walk to the pool/ library anymore.
—————–
Quit worring about corporate money and help your own citizens to actually boost economy in a real manner. Not fake money
—————–
Most don’t see unless you go to those areas but they shouldn’t be parked inn ore parks.
—————–
Also if we keep enabling it more “homeless” will make their way here
—————–
Who in their right mind would invest in the industrial district?
—————–
Quality of life in serious decline. Who wants to stay if you can’t even take your kids to the park. Screw who will or won’t come, who even wants to stay when we’ve been here fir 50+ years? Nope, we are out if here ASAP (3 more years and counting).
—————–
They urinate and leave feces wherever they want. It’s disgusting!
—————–
Its obviously gotten worse and more homeless are coming everyday
—————–
Giving them stuff will only attract more.
—————–
If I was looking to bring a business or industry to McMinnville, I would look elsewhere after seeing the homeless so close to the industrial area….it will hurt business and the economy of our town…
—————–
Oregon has the highest “Per Capita” homeless rate, nationwide. The local “Mac” rate is increasing, despite an unfriendly City standpoint.
—————–
Dosent matter. It’s Just going to get worse as housing costs make it impossible.
—————–
THERE IN EVERY T0WN!!
ANSWERS TO QUESTION 4 “OTHER”
I feel our city leaders are too soft, they enable those who will not follow the laws and make good choices for themselves and others. We can have compassion and still hold people responsible for their own actions.
—————–
The 9th Circuit Court of Appeals ruling has been taken too far. There’s a big difference between “sleeping” and “living” on public property. There used to be people that slept in front of True Vine and picked up their bedding and left every morning. Now, what started as 1 tent has grown to 4 on the sidewalk just West of True Vine.
—————–
They are not held to the same standards as we taxpayers
—————–
If I as a homeowner had garbage piled in front of my home or my vehicles unliscend or park led illegally I they would surely take action against me! But it is ok to raise my garbage rates and then provide dumpsters for the growing homeless community.
—————–
It seems that the court just told every city in America they must use part of their budget to accommodate vagrants or simply allow them to take over all public places. The cities spending the most will inevitably need to spend more when word gets out, causing a nomadic influx leading to a predictable budget crisis. What is a city to do? The immediate solution is to sell all public property. Boom.
—————–
There should be consequences for anyone who leaves garbage debris in public areas.
—————–
There are ways to solve this issue. Dignity village in Portland is an example of quick bandaid until a long term solution can be made.
—————–
The city MUST keep searching for solutions. I’d like to see a no panhandling law enforced. By this I mean those of us who are inclined to drop a dollar into someone’s jar should be encouraged to drop that dollar into social services where the money could be properly directed. I want the homeless to have access to social services. I don’t think begging on the street corners is the answer.
—————–
I am not being treated as the homeless are. I would get tickets for littering, letting my dog run, parking for more than 72 hours. I would like to have free garbarge collection, water, sewage removal.
—————–
We need to find a different solutions to the homeless problem, no longer allowing other cities to ship the homeless here and putting a system in place for rehabilitation for them to find a permanent home, if they are unwilling to work towards that then they need to move on.
—————–
City has stated they don’t want to be sued. $$
—————–
Sleeping is one thing, putting up tents and spreading out a campsite is another
—————–
I don’t think they should blame Boise Idaho for their homeless problem. That had to do with something completely different
—————–
I believe opening up a city or county owned lot for camping temporarily would be better then on sidewalks and the street.
—————–
Property owners are required to keep their property at a certain level, these “homeless” should be held to the same standard. Equality is equal treatment. Period!
—————–
The homeless should be fined for littering the same as any other citizen.
—————–
Put them in Jeb Bladines back yard
—————–
9th circuit court allows for the ability to sleep in public areas, not set up residency
—————–
I for one think that the homeless seem to be catered to. I got a parking ticket and for parking my own vehicle in front of my own home. The car was needing fixed and we could afford it at the moment. It wasn’t in the way of any other home or hurting anyone but I got a ticket. Then we have all these trailers, tent and junk that are clearly in the way and causing issues and still there they sit.
—————–
I don’t notice Homeless encampments in Newberg, I don’t believe the city is holding the homeless camps to the same standards as the rest of the community, either.
—————–
They are not held at same standard Of law. Law enforcement is scared to go out there
—————–
I believe all the options are true. I don’t think they should tent camp on the sidewalk but I also know they need a place to stay and the city’s hands are tied. We need to find a place that will work for everyone.
—————–
What’s the point of a law is only select community members have to follow? A home owner can’t park an rv on the street but if your homeless you can live in rv with trash pilling up.
—————–
Yes, any homeowner/renter has ordinances they have to follow or get fined, it should be no different if your home is a tent.
—————–
My problem with the homeless is not that they have no place else to go, that they refuse to clean up after themselves, and expect others to do it for them
—————–
Further, if there were public restrooms available, maybe that would take care of waste management.
—————–
If any one has read comments from individuals that live out on Dustin, live Valerie Miller, they aren’t homeless. They choose to live in an RV….these aren’t homeless people and we should not take care of them or let misdemeanors slide. Stop feeding, bathing and take them whatever they want. The City is letting fear get in the way…read the 9th district court …..the City is letting them win.
—————–
I think the city is making excuses and turning a blind eye because they don’t haven’t have enough guts to deal with them. Even if their hands are tied because of the 9th circuit court what about all the other laws this group of people is breaking? Theft, vandalism, littering, drug use, going to the bathroom in public…the list goes on! What if us tax paying citizens did that?
—————–
The city council and city attorney need to stop hiding behind the 9th circuit ruling. The full ruling allows cities to clear out homeless camps as long as 24-72 hour notice is provided. Being homeless isn’t a crime, the crimes they commit on a daily basis need to be enforced and appear not to be.
—————–
While I understand the predicament the city is in, there has to be a hard line drawn to prevent those who don’t want to work to improve their situation.
—————–
Ive been told even if they get ticketed they just go to YCAP to get it paid off. They dont care. My brother lives out there and just expects more to be free to them.
—————–
Living there is one thing, the way they trash the area is where the issue lies.
—————–
I also think the city can make sure we have areas where they can go, so they DO have a place to go.
—————–
Unfortunately it is a problem however the people that truly want help should be the only ones that get help There are several that are using the homeless angle just to get free services so they can use they money for meth
—————–
The city should be providing “another place to go”, rather than considering their “hands tied” by the 9th circuit court of appeals ruling. If there was sufficient housing/shelters/substance abuse facilities, the city wouldn’t have to allow public camping.
—————–
The city needs to do more to correct this problem. It is the fault of the person living on the street they they have found themselves in this situation.
—————–
It would not be an issue if there were places to go and the sources they needed to become independent, which I feel should be the focus.
—————–
Check with Newberg. Why don’t they have this problem? They must be doing something different.
—————–
The police are there all the time, but nothing is ever resolved. Horrible waste of our tax payers resources.
—————–
These people have RVs to sleep in, and I even saw one with a solar panel! I totally get that finding a place to stay for a decent price is difficult, but if most of these homeless people have rvs they can go to an event park and pay space rent for very cheap. It isn’t hard to find a job right now as the job market is in a good place, I personally think a lot
—————–
Sleeping outside is a different situation than the homeless and all their wordly possessions collecting all over the street and sidewalk
—————–
Some surrounding cities have officers pick up the homeless and take them somewhere else besides the city parks and things.
—————–
The city would not allow citizens to have trash laying around nor would allow citizens to deficate anywhere other than public facilities or portable facilities. Not out in the open.
—————–
Allowing the homeless people to camp in public areas creates a hazard for fellow law abiding, tax paying individuals. We are harrassed daily for not giving in to the homeless peoples demands.
—————–
Its not helping ANYONE for people to live openly on the streets. Until the problem can be resolved we at least need to keep them away from locations which could harm our tourism and commerce.
—————–
I can not legally keep even an empty RV on my property. I could not legally park it someplace else for free. I am required to store it in an appropriate and legal place
—————–
Why can’t we just change our citys law to banning outrightly visible homeless? They have always been around but unseen. What happened to that?
—————–
Not only are they impeding vehicle and pedestrian traffic, but the feces and drug needles are a hazard that should get addressed.
—————–
I think they just need a different spot to camp on and have some resources right by them to help them get the help they need to get out of the homeless situation.
—————–
I think the city
—————–
I think the city keeps planning and planning and planning and takes no action. It’s ridiculous that we still can’t figure out transition housing? How is it that we can’t support any organization trying to do this?
—————–
Safety is paramount. The situation is dangerous. I have seen many people wasted out of their minds on the side of the road. Drug needle use has increased, and they are being placed in places where the public frequents. Traffic is impeded, and this is allowed for what reason?! It is absolutely ridiculous. These people are allowed to live at a lesser standard than anyone else in town.
—————–
All citizens should follow the same laws and standards in order for the community to thrive. If you live in a community that you do not agree with the rules, you have the choice to move or make a change for the better.
—————–
I think the definition of “homelessness” should only apply to those who are displaced by uncontrollable circumstances. Those who choose to live this life style should not be controlled by these same laws. People live in “slab city” in California by choice.
—————–
I think that the laws are being manipulated to allow these people to live in these camps. Just because you can’t be cited for sleeping doesn’t give you the right to reside on the side of the street or where ever you are sleeping. The public roads, walkways and parks aren’t places that you can take up residency.
—————–
I think our city is growing & this is common in bigger cities. We need to have a homeless camp with security & garbage service. Possibly caseworkers to help get these people on their feet.
—————–
There are other laws being broken, peeing in the streets, littering, drug use, etc. I don’t think the 9th court of appeals ties the cities hands against those.
—————–
Slepping in one thing the issue at hand is the on going camping that is happening and the subsiquent garbage and waste that builds up in theese areas. If thay weren’t allowed to camp there wouldn’t be as much opportunity for them to accumulate things(probably stolen).
—————–
They should not be blocking the sidewalks or streets, but I’m ok with camping if they are not blocking.
—————–
They shouldn’t live on streets blocking traffic making huge garbage piles, making messed and not being held responsible. I can’t just throw garbage out my home and think it’s ok.
—————–
I dont know anything about the ruling but I feel like the city is holding them to the same ruling of law.
—————–
The people have a place to go at the homeless shelter they just don’t want to.
—————–
We can’t get away with it why should they
—————–
The city needs to follow thru. When they decided to inforce the laws about sidewalks ect.
—————–
I believe that the homeless are not being held accountable for their actions, there is no reason that they should be able to litter and expose themselves as they urinate on the road.
—————–
I have a problem with the trash, drug paraphernalia and complete disregard for property (public and private). If I threw my trash in the street in front of my house, I would definitely be fined and/or sighted.
—————–
I think everyone should be held accountable to the laws set forth by the city at least.
—————–
but it is clear that we need a solution and I believe it is shelters. These people have to be somewhere.
—————–
You cannot live on the sidewalk. Sidewalks have easements and a property owner is responsible for them. It is a walk way not a living space.
—————–
Litter, defecation, and drug use are ok in public? Not by fed laws.
—————–
I don’t believe it should be illegal to be homeless and shuffle them from place to place. I do see a lot of garbage around these areas and would like people at least their garbage and cigarette butts into trash cans. Homeless or not, people should be responsible for picking up after themselves
—————–
Many Homeowners are ticketed for similar things the Homeless get away with.
—————–
Me a law abiding citizen can’t park my car on a road for two hours but they can live on it..interestingg
—————–
No, the homeless are not held to the same standard as everyone else. Plain and simple.
—————–
They might be motivated if everyone set up tents fur a week or two, I mean a couple thousand people… No need to be homeless, just a Campout on third street or in a nice neighborhood.
—————–
I think their hands are tied by the 9th District Court’s ruling. I believe they’re working toward a solution but it’s going to take time. I think many in our city aren’t aware of their efforts and/or want answers now.
—————–
The council is HIDING behind the 9th circuit court of appeals ruling. Can the trailers and tents move to their neighborhood???
—————–
I think it wrong of the police to do nothing about the homeless Rvs or there tents on the side of the streets but someone like my parents get ticketed if there motor home or trailer isn’t moved within so many days and they own there house and pay there taxes. I feel the homeless people get away with more then regular working class people
—————–
They are affecting parking. No tickets for over 2 hrs
—————–
Maybe the city should do something to help and let the community known what they are planning or what is already in the works.
—————–
It is a fire hazard. It is only a matter of time before there is a real emergency in Joe Dancer park and emergency vehicles can’t access the park. How come tax payers were not allowed access to Joe Dancer all winter but the homeless had free range of the park? I litter and I get fined. They trash a city park and get nothing.
—————–
Enforce the laws equally or have no law equally
—————–
There are legal ways to be “homeless.” State parks, RV parks, etc. Living on the sidewalk is not legal.
—————–
I think Mac PD is doing a great job of showing compassion and treating everyone equally, providing assistance when needed.
—————–
we are not cutting our own taxpayers any slack, WHY are we giving “FAVORS” to these people who give NOTHING back to this community
—————–
Why does a ruling from Boise, Idaho dictate how we deal with the homeless here….they are breaking the law, do something about it…
—————–
Make them clean up!
ANSWERS TO QUESTION 5 “OTHER”
We need to focus on individualized services, ones that will help actual needs while not enabling bad behaviors.
—————–
It’s a bigger issue than Mac. Mental health services and education is underfunded. Wages are too low for unskilled workers
—————–
Housing is very expensive. The city needs to address low income housing options
—————–
We seem to be just attracting more without really helping the situation
—————–
They need to be responsible and work for what they get
—————–
They are here because we cater to them.
—————–
They need to get out and try to help themselves
—————–
We need to fix our housing issue! High rent is killing this town and creating more issues! Rent caps!
—————–
We should only help the ones that need the help and are working to better their situation. The vagrants are the ones that need to go. Our neighborhoods are unsafe with them free roaming to thieve and spread their addiction.
—————–
There needs to be housing and services period. Forced mental health/addiction treatment if necessary.
—————–
The services that need to be given are those of mental health drug use and helping them get jobs to better their lives
—————–
We need to increase. However, many people who experience homelessness do not want services and are not willing to take responsibility for their own lives. People who fall into that category should have consequences
—————–
Help them find jobs or create a workforce pool so people who need laborers can hire them for the day.
—————–
The number of homeless people will continue to increase as others hear how our county makes accommodations for the homeless. If we are going to welcome more homeless into our area, we have to create some sort of agreement plan.
—————–
But the homeless need to be held to account here. This is a two sided problem. The homeless need to do their part to better their lot too.
—————–
Help with addiction issues and job prepardness/search. (Yes, people with criminal histories can get training and/ or jobs).
—————–
We need to provide rehabilitation services
—————–
We need to hold them Accountable for any and all law breaking activities. Like parking, ordinance, litter…. penalties fees and arrest will move them along
—————–
Drug addiction treatment and mental health services
—————–
Put up a tent city, provide portable toilets that are cleaned daily, bring in dumpsters that are maintained daily and register. Ames of tenants and give them a mailing address. Police patrols often especially at night and on weekends🖐🏽
—————–
I believe whether we offer more or take away services, nothing is going to change the homeless population.
—————–
Whatever provides an actually solution faster. I feel at if the homeless in Mac may be taking advantage of the help, however I know there are some that use said services to get back on their feet, so it’s hard to say.
—————–
There needs to be housing or a building or place like cooks highschool that can be converted to a homeless shelter.
—————–
Need more helpful “hand up” services to help people get to a more stable place to help themselves and be able to support themselves at some point.
—————–
This lifestyle is a choice for nearly all of them. It has nothing to do with the availability of shelters.
—————–
They should receive services that help them find a job to make it on their own and get off the street.
—————–
We keep the service that are available but quick pampering them on the streets, making it easy for them to destroy things for others to clean up after them
—————–
I don’t really know what services are currently available. In general, I believe in giving people a hand, not a handout.
—————–
Somehow, they just need to pick up trash
—————–
We provide services, it is whether or not the people want to accept the services. I don’t mean free meal services either, I think we provide too much of that.
—————–
Increase services with expectations of moving off the street
—————–
Most are just taking advantage of the situation
—————–
We need more services that are focused on rehabilitation and moving the homeless up in life. Not more services that just give free things and make some homeless content where they are at.
—————–
The services we are providing are not helping
—————–
Unsure. depends on tolerance of current situation. If rooms are available for homeless with a good plan to better themselves, then more services. If they are still allowed to use iv drugs and live on the street, no more services or any services. Some of these vagrants are a danger to the displaced families or people who live next to them while trying to move forward in life.
—————–
Mental health services should be at the forefront of what is offered and maybe more shelters so that they’re not relegated to the streets. Unfortunately most won’t take advantage of said services because it typically requires they stop indulging in illegal activities.
—————–
Serives are adequate, but some just don’t want help, mentally unstable included.
—————–
We need to create affordable housing options.
—————–
Each homeless person/family should be sponsored by a resident of the town.
—————–
We are giving them no reason to change. We feed them multiple times a day, provide showers, provide phones, provide garbage service. We’re being fools!! Why work when you can spend money on drugs and get the rest of it for free.
—————–
Giving them constant meals, free shower and laundry is enabling this group. Why would they go out and get a job when everything is handed to them.
—————–
Services are available, I just don’t feel like the majority want any help, too easy to live off the system.
—————–
The more help they get the more people are going to keep coming here. We dont want that.
—————–
Not sure
—————–
Provide other services- drug treatment
—————–
Provide help for mental, drug, alcohol problems. Offer work to the able, arrest criminals.
—————–
Mental health services
—————–
We need to decrease there’s YouTube videos o. How to be a homeless freeloader in Mcminnville
—————–
I believe increased in areas that don’t effect businesses or people’s homes. And safety! When we go on walks for work there are places we strictly try to avoid because we don’t feel safe. And some of the homeless l who clearly are on drugs will walk around so we have to pay attention to avoid a conflict with them.
—————–
Providing services for the homeless is important but I think it’s in the city’s best interest to make sure these people are drug free when receiving these services and hold them accountable to be a functioning member of society. We all need to do our part to keep McMInnville clean and safe.
—————–
I feel to many people take advantage of it.
—————–
I don’t mind providing some services for the homeless or those who have fallen on hard times but I feel they are some (most) that are taking advantage and not even trying to help themselves.
—————–
We could provide more services with strict rules and structure. All of these people should be drug tested before any offer of assistance.
—————–
How would keeping it the same or reduce it help? Providing less would aggravate and expand the issue by making it more difficult for the people without homes to find a path to stability.
—————–
We need to provide services that will help the homeless become self sufficient and not rely on handouts from the community.
—————–
I don’t think the service level is bad, I think it’s important to help. I think we need to figure out how to help the drug and mental health issues that are obviously a huge cause of the rising homeless issue.
—————–
They don’t pay for shit, excuse my language, but they didnt earn it, or anything so why should they be rewarded for horrible behavior?
—————–
Services are being taken advantage of
—————–
We are enabling their choices by all the services that are provided
—————–
I think the people that actually need help due to mental issues, should be helped. I think those that are homeless because they were proceed out of their homes need to relocate. As an aside, I also think there city need to balance the homes they allow to be built. There are many new houses being constructed in town but they are all very large, very expensive homes.
—————–
We could use more services but the homeless also have to be willing to help themselves. You can’t make them use the service.
—————–
Not enough information to answer.
—————–
The more you increase services, the more homeless it will draw from other cities, and counties.
—————–
I feel like we should adjust our services. What we are doing does not seem to be working.
—————–
They are being bussed in from other states & will continue to pour in because these other states have said “we don’t want you here, go to “Free”attle, Portland & outlying communities, they have all the handouts and services
—————–
We need more drug and mental health resources
—————–
This one is difficult to answer, since I’m not fully aware of what services are offered
—————–
Also hold every citizen responsible for keeping their living area clean.
—————–
I don’t really like the term “provide more services” although I get where you’re coming from. I’d rather hear “we need to provide more mitigation, treatment and structure”. We need to stop new arrivals- critical. Then we need to figure out who we’re dealing with and get them on a path to healing. Many don’t want to heal and then we need to make it uncomfortable. Tough love.
—————–
We need to help them but also if they aren’t doing anything to better themselves then we need to limit our help.
—————–
We have great services here, and I am involved with one of them. Truly homeless people are down on their luck, with assistance they can get back on their feet. However, we are talking about transients in this survey. They have no intention of altering their lifestyle, they are not facing hard times, they are choosing an alternative lifestyle. They need to do it in a legal manner in a free campgr
—————–
If we increase help to people who don’t pay taxes, i want my taxes reduced!!
—————–
Increase for those who will work and still don’t make ends meet. Drug testing for help. Pick up trash you get help.
—————–
What kind of services are being given? Free food and what else?
—————–
This is a complex question. We don’t want to attract more homeless to the area by enabling them but I do feel that we need to increase substance abuse services.
—————–
Not 100% sure what is being offered. What ever it is it is not working
—————–
Housing! My gosh Mcminnville your rent prices are crazy. Also for the love of God stop with the tourism jobs. Does jobs don’t provide living wages. It’s absolutely ridiculous we keep talking about tourism which we all know pay peanuts.
—————–
I think it should be a case by case decision.
—————–
except perhaps drug treatment.
—————–
I’m pretty certain that all citizens should have access to the same amount of resources and if those resources have been used but have not changed the situation then that should be at the discretion of the service provider
—————–
Mac can’t be the refuge for every homeless person from here to Portland
—————–
Not sure.
—————–
If the services we offer do not provide a solution, we are not helping.
—————–
We don’t need additional services, the “problem homeless” don’t take advantage of programs. They don’t want a hand up, they want hand outs. I’m all for helping people who will help themselves, but no one who is just taking advantage.
—————–
There are currently so many services offered I feel tha are doing more harm then good and spending more money then nessesary. There should be more communication between organization and maybe some consolidation of services to better serve the actual needs in our community and not feed everybody from everywhere at anytime no questions asked.
—————–
Need to find a way to get homeless to work, the rent in this town is high so we need to honestly have a liveable wage for all. So we can pay for rent, and all the important things needed
—————–
There needs to be an incentive to build small track homes for the homeless and get them off the street!
—————–
We need to find a place away from downtown and away from places we have to do business with to move the homeless to.
—————–
Perhaps change services offered. Clearly what we are doing is not working
—————–
Whatever we having been doing lately we need to do the opposite.
—————–
Unable to comment due to not actually knowing the current level of services
—————–
I don’t know what services are offered at this time
—————–
stop enabling them!!!
—————–
The services we need more of are mental health and in patient treatment facilities
—————–
Bad part some may need it but ALOT don’t. If you let them stay more will come
—————–
Honestly need to just start offering programs to get people off the streets as long as they’re willing to uphold to certain requirements. Also try to provide perhaps a select area using an abandoned plot of land or something while having rules (Simple as just keep your area clean.)
—————–
We need more mental health treatment options. And affordable housing.
—————–
I don’t know what the services and levels are available so I can’t answer
—————–
I’m not familiar with what is being provided.
—————–
We need affordable housing and mental health improvements.
—————–
Numbers don’t lie. It’s only getting worse.
—————–
The drug issue is a major factor…with increases homeless, job less and criminal activities.
—————–
Additional housing is needed. The homeless will need to be willing to accept the resources and services offered.
—————–
No more enabling!
—————–
I believe there are true homeless people that may need our temporary help and then there are people who will take advantage of every helping hand out there for as long as they can.
—————–
Build it and they will come.
—————–
Most if them are not from here, bus them back to wherever they came from. Drug test them, they can only stay if they’re clean. Quit making it so easy. Maybe 1/2 dozen if them should get together and rent a place.
—————–
They are human. I can’t, in good consciousness, ever recommend doing less for people in need. I think that’s heartless.
—————–
Get rid of the lockers and canopies! What a joke that was. Express has a lot of jobs….many just don’t want to work
—————–
We maybe need trash cans so they can throw stuff away properly and maybe bathrooms so people aren’t going in my yard behind my house like they have been and it is gross cause me and my family have to clean it up
—————–
Continue services that provide a hand-up to those willing to work to make a change; for those unwilling and just looking for a hand-out, draw the line.
—————–
More programs to help people become self-sufficient
—————–
There is no solution for this Crisis anywhere In USA not yet anyway
—————–
Feeding the bears will attract more, isn’t any different with humans
—————–
There are already many free, public services available. There is Yoop, for anyone under 25,which will help you find a job, give free bus tickets and personal care items. They also have internet access. So does the library. YCAP gives out bikes. There are already a ton of resources for people to find work.
—————–
we are making it more and more comfortable for them to stay, and word gets around …
—————–
Not sure what is meant by services
—————–
What good are extra services (coming from extra tax money) if the vast majority of homeless don’t care to be helped?
—————–
Without specifics in what services are I cannot provide an opinion here.
—————–
I’m not familiar with all thats currently being done. I’m only not homeless because I have people I can stay with.
ANSWERS TO QUESTION 6 “OTHER”
Not if they have to get off their butts and work
—————–
As long as it’s commensurate with everywhere/nation-wide change. There are very few people “gaming” system. If they are they are surely mentally ill. No one chooses that level of miserable conditions without mental illness!!
—————–
Depends on the services offered
—————–
It could but that shouldn’t be the question. That’s like asking if we create more services for the abused willwe have more abused people seeking help. There are short term services that meet the short term needs but we must look at a bigger overall solution. Town in Colorado where housing was built, mentors, therapists were in place to supportthm & success rate is amazing.
—————–
I have had several tell me this directly, that they came to Mac from elsewhere because they heard the services were so good
—————–
Yes, more services WILL attract more homeless if the access to those services does not require the homeless to do the work needed to improve their own situation. To get services, they MUST be actively looking for and keeping a job. Should the homeless be given a safe place to shower, given clean clothes, meals and whatever else they need to keep that job? YES!
—————–
If we make it more about rehabilitation and less about free services, they will know they can come to Mcminnville got a helping hand but not for a hand out. They need to need to learn skills to help themselves and not just
—————–
I think either way, unless the cops starting enforcing the law with them and removing all camps and not allowing them to be up anymore, the homeless will continue to come here and make it a larger problem.
—————–
I think more services might encourage positive behavior. Maybe making incentives for these people to improve their quality of life. Perhaps some will want to get out of the situation they are in.
—————–
Depends on the type of services.
—————–
I think it depends on the type of services.
—————–
Services should only come with expectations
—————–
Portland sends the homeless here on a one way bus pass…more resources means more homeless
—————–
I have seen a video a homeless wanderer poster bragging and telling other homeless to come to McMinnville to get all the free services.
—————–
100%! unless zero tolerance for camping or drug use is established, more services will compound the problem. Need a two way approach. Accountability and zero tolerance for good help to a better life. That I am more than good with.
—————–
It may attract more homeless but it will reduce the number overall for a net gain
—————–
not neccesairily a bad thing if the proper opportunities are in place.
—————–
Absolutely stop!!! They are coming b here and staying here because all these do goodies are enabling them!
—————–
I also think the group that is camping out are there by choice or there because of addiction they say it themselves
—————–
It could attact more homeless ,but we must get them off our streets
—————–
Stop enabling
—————–
Maybe. If you can help then you should.
—————–
Look at Portland, Seattle, and California. We do not want that!
—————–
it depends on what services are offered.
—————–
If there are strict rules, drug tests and it is very structured it will weed out the people that don’t really want to put the work in, then they’ll be right where they deserve to be.
—————–
If it is providing services that help with the core issues such as counseling, treatment, and planning services to help people instead of temporary services that do nothing to promote change. Putting a bandaid on while you’re bleeding to death helps no one unless you’re actually fixing the injury.
—————–
It’s definitely increased in the last couple of years. Why is that?
—————–
If we provide more services such as soup kitchens and homeless shelters it will attract more homeless to Mac. If we provide more services such as mental health, employment support, low income housing for families, etc. there will be less homeless in our area.
—————–
I’m not sure, I go both ways. I know there are people who need it it and aren’t taking advantage but then a large population that are taking advantage.
—————–
services should have stipulations
—————–
It might but it doesn’t mean the homeless here shouldn’t get help due to it
—————–
We need to offer aid only with structure and accountability. We need to be compassionate, but it should not be comfortable here. Their lives are currently broken and need to be repaired. We need to offer STRUCTURE so they are forced to improve or go elsewhere. It all takes TONS of money, so we sure better round that up.
—————–
The services need to be based on helping people to self sufficiency NOT just maintaining their lifestyle
—————–
Unsure
—————–
What more do you want to provide? How about some affordable housing? How about real jobs that people can actually live off of?
—————–
We have visited the camp by Mac power and some of those people are from out of town and I think the more we provide for them the more people will come because they here that it’s easy to get things here for free.
—————–
I feel sorry for the true homeless that can not get work, but there re jobs out there. Also most of the homeless are druggies who only want handouts and drugs. The drug problem amoung thises people has gotten out of hand. all you hear is about the fights and other crimes related to them.
—————–
It already has
—————–
Do cities with less services have the same problem?
—————–
Unless the services provide a way out of their current situation, it is unproductive.
—————–
I do feel it will but possibly having caseworkers to track down last known address. If it is yamhill county then they get services.
—————–
If we increase “hand out” services then yes. If we create more “hand-up” kind of programs where we help them help themselves and provide tools for them to progress out of homelessness, then not necessarily.
—————–
I have been told McMinnville is the best place to be homeless, because they will take care of the homeless.
—————–
There is already a homeless tutorial on youtube telling other homeless how to take advantage of the different services.
—————–
It may or may not attract more homeless, but we have to provide more services at least to those that are already here.
—————–
I don’t know if it would bring more people here. But they don’t need handouts. They need to work just like anyone does. They need to take responsibility for their own lives and not expect us the taxpayers to pay 100 percent
—————–
Unless those services are mental heath and substance abuse services
—————–
It’s just like bees if you leave something sweet (services) out then the more bees that will come for the sweet.
—————–
The city is not doing a good job now
—————–
I think it probably will, it has in other places, but I don’t think that is a reason to withold services without really knowing, because it could cause an increase is not a reason not to do it. McMinnville is not alone in this problem. It is everywhere and while the cause may be multi-faceted, I believe one of the primary causes is lack of affordable housing.
—————–
Let’s provide a place to camp with a counseling requirement.
—————–
The homeless from newberg appear to have moved away from the Fred Meyer location to here in Mcminnville.
—————–
McMinnville is enabling the homeless.
—————–
I don’t know if it will or not, but that’s not a reason to not provide services to help people get back on their feet
—————–
Yes word would spread.
—————–
We don’t need anymore people coming over here filling the streets. There’s already too many and it’s gone on long enough.
—————–
Duh, that’s how we got in this mess.
—————–
It could.
—————–
Majority don’t want services in the first place.
—————–
I honestly don’t know…
—————–
Homeless is everywhere and services or not they are here
—————–
You want stuff, then work for it
—————–
it already has!! Over the past two years, it has grown in numbers relative to the increase in free meals provided.
—————–
Especially if we hold them accountable as stated in question 4.
ANSWERS TO QUESTION 7 “OTHER”
They need to be be held to the same standards that we the property owners are held
—————–
I understand their hands are tied but now that we have and still are living the effects, it is time for the city to clean it up.
—————–
I’m not aware of any action being taken by the city. I only see more and more homeless.
—————–
It’s the responsibility of the City officials, residents AND the people who are experiencing homelessness. They must be invested in improving their own situation-andnof they aren’t-then there should be consequences.
—————–
To date, the city is not adequately serving the homeless or the home owners.
—————–
It is getting out of hand, I don’t feel safe in my own town, McMinnville is a beautiful area and has so much to offer. Something must be done.
—————–
Police presents daily now and worry for their safety 🙁
—————–
This is not only a problem in McMinnville, its everywhere.
—————–
I think they need to deal with it differently
—————–
I think they’ve been sitting, doing nothing, waiting to see if another city finds the magic combination for solving the problem, while in the meantime, letting it get worse and worse.
—————–
I’m noticing improvement by library due to no smoking ban.
—————–
Roll back housing prices on rent.
—————–
There needs to be effort for workers to go in there and help the people who need to be helped.
—————–
I am so disappointed with the city and our leaders
—————–
We can always do more….mental health must be targeted.
—————–
Need to get rid of the criminal element from the homeless camps. There are several people that are that are a drain on yamhill county that owe the courts for unpaid violations and fines from criminal actions in paid for years now these same people go out in the middle of the night and steal from people and businesses nightly
—————–
I don’t know because I honestly don’t know what’s been done. But this survey in theory would show you care.
—————–
We need to focus on ways to end homeless by providing services that help fix the reasons people become homeless and not just helping them maintain homelessness.
—————–
It’s gotten worse
—————–
Not enough information to answer.
—————–
There has been a massive increase, 1000+ homeless population increase in the last 9 years, it will only continue to increase
—————–
They happily count heads and receive money and expand programs
—————–
I think they need to do more
—————–
Its a tough issue and most passionate people aren’t able to look at the whole picture.Either they just want to “give”, arrest, run off, etc. I believe the appropriate answer involves shutting the gate so no more arrive!!!!!! Then put expectations on these people for improving their lives. Make it uncomfortable so only the ones who want to heal stay.
—————–
Unknown.
—————–
I think the city is sitting on their hands hoping the situation will take care of itself.
—————–
I’m tired of all the plans to do this and that. 200 non profits? Come on. Let’s stop reinventing the wheel! Everyone is trying to do something but all we are doing is further dividing resources and making no real impact.
—————–
The city’s cautious attitude is not doing anyone any favors. they are enabling. their lack of action encourages more poor behavior from these people.
—————–
Uncertain.
—————–
We are merely moving the problem from one area to another. Unfortunately, I have heard directly from members within the homeless community. McMinnville is attractive to them for a variety of reasons. The main one is they are not asked to do anything. Many choose to live on the street or sidewalk rather than capitulate to the rules of a shelter.
—————–
I believe the city needs a committee just for the growing homeless issue.
—————–
If the city would have nipped this in the bud, it wouldn’t have gotten so out of hand.
—————–
I feel they are enabling the situation and not allowing our police to protect and serve our community.
—————–
I honestly don’t know if they are working to find answers
—————–
Unsure
—————–
There is plenty of work in the area but they dont want to work.
—————–
no, get them off our streets
—————–
I dont think enough is being done. These people are doing hard drugs on our streets and we just sit and watch. My wife and I go out of town to play disc golf, because we have found syringes in the park too many times. I dont want to fall on one a catch something.
—————–
As a city we are allowing the homeless to live by different rules and these are people who “choose” to be homeless.
—————–
I’m not familiar with what is being done.
—————–
It’s only a matter of time before a major issue happens.
—————–
I don’t know what services are being provided, but the problem is getting worse.
—————–
No otherwise it would not continually be getting worse
—————–
I also believe that they are not doing enough to support our law enforcement!!
—————–
I feel the cityis doing the best they can with what theyhave.
—————–
No, the City has not done enough. They don’t recognize their responsibility.
—————–
In their defense i dont Know what they’re doing. All I’ve heard is that they’re saying the help is here (mac) if they need it
—————–
Lol!
—————–
I believe they are working on solutions. They are volunteers. But can we do more? Always.
—————–
With summer coming it’s just going to get worse.
—————–
No, I don’t think the city has done a thing. We are going to lose everything that actually brings revenue to McMinnville- i.e. Linfield, wineries, restaurants, tourists.
—————–
I am dissatisfied that the city counsel is not doing anything productive in regards to finding a place where the homeless individuals can sleep
—————–
It’s admittedly a huge problem and a huge task to undertake. HOWEVER, if the problem had been dealt with correctly early on, it would net have spiraled to the point it is now.
—————–
Get they away from our parks!!! All the drugs, garbage, and occupying our streets and sidewalks are not ok nor foster safe conditions for all.
ANSWERS TO QUESTION 8
If the city is going to permit rv camping they need to provide city land, garbage and bathrooms. A homeless campground, properly done
—————–
Hold them to the same standards of law and order as those of us who actually pay taxes and support our local economy
—————–
Disbursement. I believe that bringing so many of the homeless together in one place where there is not accountability increases problem behaviors as the issue they often have are compounded by the issues of others. They feed off each other.
—————–
Find a camp area, parking lot or other area for tents and RVs. Provide transportation to services.
—————–
Tow all none running RVs to a impound and any “stuff” not in a running vehicle gets puts in the trash
—————–
Outreach to the individuals to assess needs and barriers and community problem solving
—————–
Enforce the laws on the books and stop enabling these people.
—————–
They need to be put in a different location where we all can’t view the mess they are causing to our city.
—————–
Bring back the county poor farm.
—————–
I wish I had the perfect solution I just believe we need to come up with a viable solution for housing and sanitary facilities I pray I never have to be in that situation
—————–
Stop feeding them, because the homeless population has exploded in mcminnville and people can’t say there are not jobs out there. I’ve been homeless and knew I had to work hard to make my life better and I did just that. Stop enabling.
—————–
Condemn and prosecute for trespass
—————–
They need to be held to the same laws and ordinances as property owners and renters. No special treatment for anyone.
—————–
Put them in one area police it and garbage service. They must work to stay there.
—————–
Transitional housing for those who are trying to get on their feet… the rest need to move on
—————–
They need to be removed
—————–
Not sure what the answer is but they are not putting any effort in making there situation better
—————–
Escort them out of our community.
—————–
I wish I had answer
—————–
They need to be cleaned up and the ampunt of extras and garbage needs to be minimized.
—————–
Removed
—————–
Move them out
—————–
Do a drug sweep and arrest and jail those using or carrying paraphernalia. Round up the ones with warrants. There will be less of them, guaranteed.
—————–
They need to be away from such public places near children’s events and parks. Take a look at other cities that have had this problem way longer than Mac.
—————–
Housing options, enforced move/cleanup.
—————–
if They are going to continue allowing the homeless to camp wherever they please they should at least designate them to have a place in one area so instead of being spread throughout this town they are all in one location
—————–
Personal accountability. All of us have standards of living as a community. If people who are experiencing homelessness truly want to improve their situation, then we need to help give a hand up, not a hand out. People who are currently homeless need to adhere to laws that we all adhere to-lewd acts in public (namely in places where children are present) are not acceptable. Leaving trash, waste, etc. is not acceptable.
—————–
I dont have awnsers at this point them not being by joe dancer would make me feel better.
—————–
I believe we need to make vagrancy illegal within the city limits. Unfortunately it has become obvious that the homeless we have around here have no regard for the citizens here. They use drugs, steal from the community, and leave their trash everywhere. We need to crack down on this situation before our city becomes a cesspool like Portland.
—————–
They need to be held accountable for their garbage
—————–
Move them out of Mcminnville. Start enforcing the law.
—————–
Jail
—————–
I feel those who currently are using these areas to live need to sign and agreement plan. They should be responsible to keep thier area clean and safe! If they do not follow the agreement, they will need to move. There should also be a community connection for employment for the camps. Do a survey to see what work experience they have and utilize it as a type of community service to compensate for the use of services they are receiving.
—————–
An area needs to be setup (off street area),with bathrooms, showers & largedumpsters for trash. work smarter not harder!
—————–
Offer them jobs and if they refuse tell them they have so many days to move and be off city streets.
—————–
Run them out
—————–
Enforce city ordinances and protect people’s property, homeless bring drugs and alcohol related crimes.
—————–
A centralized, safe, camp space with facilities should be provided. But, those camping there should be held to certain standards. It would have to be carefully monitored or policed, if you’d like. Camping on the street is NOT alright.
—————–
Disbanded and not allowed in public places.
—————–
Health and safety of the public should be main concern.
—————–
There is a model of rehabilitation where the homeless have to work in the community and learn skills to obtain jobs and be able to get permanent housing. They can’t expect to live for free and have everyone else take care of them.
—————–
We do not allow them to set up “camps” unless they are on a campground paying a fee for services! Bottom line
—————–
Stop allowing them to destroy McMinnville.
—————–
Enforcement of the same laws every other citizen must follow. As a taxpayer who must follow the laws, it is very upsetting to see others pile human waste and trash where they please.
—————–
I don’t think anyone should be living on our streets. We don’t have the infrastructure to deal with the amount of homeless people flocking to this area. There needs to be more laws to protect our city from the destruction they create and more police to be able to handle the incidents that they create. There needs to be a tracking system of people who are doing something about their situation. If they don’t want help or to get back on their feet then they shouldn’t be allowed to live on our streets.
—————–
Garbage cans and toilets provided!
—————–
Different location, they are coming into businesses to clean up or do drugs this is not okay.
—————–
Partner w/ county and federal agencies to locate more long-term solutions for camps on public land with basic sanitary services, outreach for employment and housing, and shuttle transportation to/from town. Every effort needs to be made to encourage development of affordable housing (zoning for more RV spots, dense housing, tiny homes, etc), removal/reduction of permit/fees for low income housing, etc.
—————–
See 5 above
—————–
Get rid of them. Marsh ln will only be chaos when soccer is in full force
—————–
The homeless camps need to be removed. They are becoming an eye sore, along with not feeling safe walking with my family. Along with not feeling like I can take my kids to the parks because of the homeless and also possibility of needles. It is extremely dirty and smells foul, downtown Mac along with by ycap and everywhere else there are camps.
—————–
I think the city should find a designated spot for these people to live, an empty plot of land or something out of the way. I think they should have guidelines in said designated area in regards of cleanliness, ect. Similar to those of tiny houses in Eugene. Encourage them to get out of their situation and back into society.
—————–
Im not sure. They are people, they feel attacked, some want help and others enjoy this living style.
—————–
Unfortunately it’s an ongoing and debatable question. I think the city needs to delve into more research to find out what other places have done to help the homeless. Perhaps a little more compassion or incentives will turn the stigma around. Are there people who choose to be homeless, yes. Are there people who do not choose it, yes. If there is will there is a way. If you shun people or abuse them, it doesn’t mean that they will go away. I don’t have a solution, just various ideas that might encourage a happy medium.
—————–
See above comment
—————–
Rules need to be enforced, those breaking the rules need to be arrested and removed
—————–
Good question. I think different things should be tried to find out what works.
—————–
More outreach to get people into services that can help them eventually get stable and into a better living environment.
—————–
They are obstructing and littering and loitering
—————–
They need to be cited for littering, told to keep it clean, stop dumping sewer into the road, and held to the same standards as every other citizen in this town. Let’s control the drug problem.
—————–
They need to clean up the streets and find a different alternative for them.
—————–
They need to be cleared up
—————–
They need to be removed. These people need to find the appropriate means of living and stop littering the streets with their trash.
—————–
Clean them up by finding legal ways for the city to force them out of town, maybe an ordinance that says can’t have more then So many (pick a number) RVs in one place, or ordinance that says RV needs to be in good working condition not covered in tarps, leaking, stuff overflowing onto sidewalks and adjoining spaces
—————–
I wish I had a answer!
—————–
More affordable housing, and holding homeless accountable to the same laws.
—————–
We should start enforcing other laws that the 9th circuit has ruled against ie litter, urinating and defecting in public, open fires and on and on. The city council is being very pc on this but it needs to step up and do more than say we can’t do anything!
—————–
They should vacate. There are RV Parks for them to live at. There are plenty of jobs they can work at.
—————–
Put then in mayors yard
—————–
They need to be dismantled! the ones living downtown on the sidewalks is disgusting
—————–
Turn one of the open lands into a place for them to be without being in fear of getting in trouble.
—————–
Develop resources for privately run shelters
—————–
The laws and ordinances need to be enforced. It is not the job of the government to provide a place for them to go but to provide services to help those that will accept help get back on their feet. Government should provide mental health help, rehabilitation, and housing assistance, none of which is on the city level.
—————–
Close them.
—————–
Centralize apartment or trailer parks with social services
—————–
I feel like we need to clean up our city! You can’t even walk down the street with your kids, we feel unsafe in mac
—————–
Its sad some are down on there luck, aand then the worse case the drug adicts’- and there not willing or able to do more then what they are, and some with mental issues even ..? Its a a fine line but iv often thought about an area outside of town where they can have their space, and with some rules and trash cans..it would be the best bet. I wish them all the best-
—————–
They should NOT be in town on the streets…make a place out of town in fields or wooded area they can go.
—————–
I think their needs to be more control of how messy the camps get. I also think their may be better locations other then on the route to Joe dancer and near the aquatic center/library. I think police need to patrol more and actually do something if laws are broken such as harassment issues.
—————–
Get rid of them!
—————–
Need more shelters
—————–
I think having better services to help people move out of homelessness. Offer a hand up, instead of a hand out. Work with local non-profits on job training, translational housing, a place to clean up, help with writing resumes and interview practices.
—————–
Enforce the laws on the books and make them move.
—————–
I think the community, churches, service organizations, the downtown association, the chamber and the city need to chime together and find a place that we can offer for them to live that benefits everyone.
—————–
If the city/county can fine/enforce codes on property owners for trash on their property, they need to in force the trash conditions with the camps.
—————–
zero tolerance for pan handling, camping on public right of ways (even if leaving a 4 ft walkway!). More rooms and rehab/employment/housing help for families, working homeless, ones that can pass a US during program. Tress passed from the city if you are in violation of orders. Harsh 0 tolerance for crime drugs panhandling camping. Compassion and help for people willing to tow the line like the residents do. Priority to Yamhill County Residents for beds.
—————–
Provide dumpsters and porta pottys, that cuts down on trash also set up designated areas for people to camp or park
—————–
Disband them. They are creating an unsafe environment for the citizens of McMinnville
—————–
Make a place for them. Do not allow them to camp whenever they want.
—————–
More opportunities for work and medical help however there needs to be reciprocation so that the city and its habitants aren’t being taken advantage of.
—————–
There’s going to be homeless no matter what the part is finding a place for them to live. Especially the homeless who are trying to transition to affordable housing which we need more of the help the issue.
—————–
Need to be ticketed and removed
—————–
Move them and make them follow the same laws as everyone else.
—————–
Mental cases need to go to mental hospitals. Drug addicts need to go to treatment . Do community service to better our community if you are homeless and want a free ride.
—————–
Quit proving free services. Or have the city buy enough acres to provide space
—————–
Offer more shelters and a place for those in RVs to park without being harassed
—————–
They need to not be in public rights-of-way. Open a City owned lot for them to camp in.
—————–
The people there need to be held accountable for the mess that they have made, if need be community service to clean up their own messes would work
—————–
As our population grows, we will naturally have more homeless. The cost of living is just increasing so we need affordable options yesterday!
—————–
Move them! I don’t feel safe at all near them! Especially when they are doing drugs! I don’t even want to take my daughter to the park due to the amount of homeless people. I feel like they would do something to her or me!
—————–
If you are not going to roll back rents then build more shelters with the greed money
—————–
Make it very uncomfortable
—————–
They are fine to me because they are housing themselves best to their ability. The camp trailers and RVs dont look too bad.
—————–
Move them somewhere outside of town that doesn’t affect traffic and safety
—————–
More resources to help people get bacn on their feet. rehab centers. homeless centers. job fairs. pick up trash for x amount of time for a meal and a cot to sleep on in a church. something.
—————–
Enforce are laws, stop offering free meals unless you can prove you’re clean or in treatment. There is plenty of shelter space if that’s the case.shame on the adults that have children in these places.
—————–
They need to be held accountable for their actions and we need to stop giving them handouts
—————–
They need to be relocated OUT OF DOWNTOWN and out on Riverside. NOT IN HEAVILY TRAFFICED AREAS! TIRED of the human waste, seeing people go to the bathroom righ out in the open That dowsnt even cover the drug usage and general disregard of public property.
—————–
cleaned out.
—————–
They do not want housing. They enjoy the lifestyle of living outdoors. They need a campsite area to live out this way of life that isn’t in the middle of town. I’m sure we bother them just as much as they bother us.
—————–
They need to get off our sidewalks and clean up this is not Portland and it is an unsightly mess and I get it they may be hitting hard times but this is no way to live..
—————–
They need to be removed.
—————–
Eliminated
—————–
Help them
—————–
They need to get moved out of town or something. Our town isn’t a camp.
—————–
Get rid of them!
—————–
They need to be rounded up and dropped off in portland
—————–
They need to make a shelter home outside of McMinnville.
—————–
A shelter home outside of McMinnville. Provide jobs for them as well. They shouldn’t be around the schools, public parks, etc.
—————–
Provide better housing. As a married couple I continue to live with an abusive spouse because I cannot afford to live on my own. I work 40 hours a week. Get full benefits and cannot afford to live on my own in McMinnville
—————–
Find one location for them to legally live/camp
—————–
Move them
—————–
Have them all in one area instead of all over Mac.
—————–
Provide a specific area for parking/camping
—————–
Not sure
—————–
Better policed to respond to crimes… harassment, public intoxication, assault, etc.
—————–
Eliminate them if possible.
—————–
More shelters. I don’t walk anywhere anymore cause of them
—————–
Create a tent camping area off the main streets.
—————–
Hold the homeless accountable and give them opportunities to better themselves. They need to show that they are actively trying to pursue jobs, housing, etc in order to continue recognition temporary services. Continuing to offer all the the free services for food, medical, clothing, etc with no expectation of bettering their situation only encourages them to continue living on our streets.
—————–
The truly homeless that are not just living to do drugs and live off the free services that are in place should be allowed to stay and should get help they need to become a functioning member of society In the county The people that are there are just two get free services to offset their drug use should be kicked out of the county Is of the same people that go out night after night and steel petty items from McMinnville residents and businesses that have already cost us thousands and thousands of dollars in damage there is a drain on Free services police services And the Home owner or business owner that is getting ripped off
—————–
City leaders need to be providing incentives that encourage them to get jobs and housing, not incentives that promote vagrancy, loitering, littering, and crime.
—————–
They need to be cleared and set up in an empty field where they can park, set up tents, etc. A garbage dumpster and porta potties to be set up and paid for by the City. Rules for campers to be established with consequences set for those not abiding by the rules.
—————–
They need their own place all of them they make a mess they have to live in it..
—————–
First ask. How did they get here.
—————–
If we give them a space they are allowed to be then we can move them from where they are unwanted.
—————–
I think they need to be
—————–
They should have adequate sanitation facilities and should be held to a reasonable standard of health and safety if the camps are allowed to stay.
—————–
Clean them up!! No more garbage, filthy/unsafe areas. Get them all out or limit how many can be in one area. The rest of us have to work to provide for ourselves and our families. Why should the homeless get to live above the law and do whatever they want without consequences?!!?
—————–
I think they should make locations for them outside the city to camp. have people help them get back on there feet there. no matter what you do there will always be homeless so why not lend them a helping hand for the better. we are all one people, no one is better are worst! we all just come from different backgrounds and different problems.
—————–
I think the city needs to find an appropriate place for the homeless to go out of harm’s way where they are not breaking laws and have shelter.
—————–
Alot of the homeless are there by choice. We need to develop better housing options, and find someplace for them to be without being ridiculed. The low level of compassion is heartbreaking
—————–
They need to clean up their stuff and move along.
—————–
Don’t let camps get started.
—————–
Close them down.
—————–
Removal of all camps from public property. Strict code enforcement of camps on private property. Enforcement of drug and alcohol stautes. Discouragement of loitering and vagrancy in public areas. Assistance and preference given to homeless families and working homeless. Open conversation about where they came from, how they got here, how they heard about McMinnville.
—————–
A mass influx in case workers, social services, and treatment centers would be need or nothing will change, it will only get worse. City resources to home people while providing assistance to solve the reason they got that way. Which could include an area for RVs and a year round shelter WITH counseling services provided.
—————–
Eliminate them. There is no place for homeless camps in today’s society.
—————–
Get rid of them. Someone in the city of mcminnville is helping these people to live on our streets. They r ruining my town
—————–
The people in the camps need to be dealt with on an individual basis. If they need support to get to another location help them. If they’ve been living on the streets of McMInnville for years because it’s the lifestyle they choose then send them on their way somewhere else.
—————–
Move them out. Treat the addiction. The city council should be forced to watch the YouTube video Seattle is Dying. I don’t want that to happen here.
—————–
Kick them out. Most are druggies
—————–
I would cite them for every infraction. I would stop catering to them. If they don’t want help? Go. If they do, follow the rules.
—————–
Community Health Workers are needed.
—————–
They need to be relocated (but where is the million dollar question) I think that the people in the camps need to be held responsible for their garbage/waste. Would it be possible for them to volunteer their time in exchange for a dumpster or porta potty? Maybe having accountability will help them to gain confidence and see how they can contribute in a positive way to our community?
—————–
Most people I speak with have compassion for people who are trying to get back on their feet and want to help. However, when you choose not to contribute to the society, get jobs, provide for yourself and expect everyone else to treat you with respect for nothing, that is where a line needs to be drawn.
—————–
mental health needs to be addressed and we need to stop de-humanizing the homeless
—————–
Kick them out.
—————–
Patrolled, to where they need to keep their areas clean and organized.
—————–
Stop the drug use, clean the trash and crap up.
—————–
Communal encampment that the homeless maintain, pay fees or volunteer within the community to support.
—————–
Get rid of them
—————–
Well they need to be gone as they are unsafe for everyone including this living there. Obvious you need to figure out what to do with they people first.
—————–
Get rid of them.
—————–
I don’t mind them camping, it’s the filth that I mind. They aren’t cleaning up after themselves and the trash has to go.
—————–
Mental health services needs to come in and help handle this since majority are addicted to drugs
—————–
Enforce stricter safety issues.
—————–
I understand if they have no where to go but the trash, violence and drugs need to be controlled. It looks so trashy. It should also be limited to one side of those streets because it makes two way traffic impossible. I have seen multiple backups of traffic from Dustin ct because two cars can mo go thru the same time.
—————–
If they aren’t willing or allowed (prohibited from using) to use services already provided they shouldn’t be allowed to set up camp. It shows the city accepts this behavior and will attract more people to do the same. Without corrective action the behavior will only continue.
—————–
They need to crest an area for the homeless to go that’s away from the citizens. Too many people on drugs, and throwing their trash everywhere. The sidewalk by the swimming pool that is covered by one homeless man is out of control!
—————–
Remove them
—————–
If they want help, they need to WORK while receiving help!
—————–
Is there a city owned plot of land that can be made in to a temporary campsite area. Someplace where they can legally camp, use as an address for job searching, have trash and water available, etc. But also have rules like an actual camp site like rent (even minimal), cleanliness requirements etc?
—————–
They should be monitored for safety and cleanliness because homeless people still need to be responsible and help keep the community safe. This includes keeping tents etc. off of roads that are
—————–
Provide them a large property just outside the city and have them set up camp there. And food banks etc deliver to them instead of them being downtown and in parks etc
—————–
Quit providing all these free services and meals and they will move on.
—————–
I don’t have a solution, but continuing to provide services and handouts is not the answer. There are no consequences to “poor” behavior of the homeless population.
—————–
I think they need to be cleaned up and moved to one specific location instead of scattered around town. Mcminnville is a nice little town and the scattered camps that are not kept up are an eyesore and take away from our towns appeal. If there was one central location outside of city limits, it could be monitored more closely and possibly kept more organized and cleaner. Mcminnville residents should not be forced to live along side of this.
—————–
I understand they need to be in town, where resources are. Can we find them a field that can be policed for their safety?
—————–
What if one of our kiddos had a life-threatening injury playing ball at Joe dancer Park? What if the closest and fastest way emergency vehicles could have got there was via marsh Lane? What if they couldn’t get through because of that homeless camp and that kiddo died? I actually heard someone that lived in that camp say that community residents can always use the other entrance to the park. We shouldn’t have to! And if in the scenario I just described, the emergency vehicles had to go around to the other entrance… Minutes count in a life-threatening situation. This is outrageous and unacceptable!
—————–
No more services. Enforcement and quality treatment (watch Seattle is dying”
—————–
Find a designated are for them buy a piece of property something open up more shelters rents high and there’s no housing or open shelters
—————–
In the immediate we MUST stop the growth. Put the message out that we’re not OPEN. Then we need a massive amount of funding and a leader to be hired to create a remediation plan and deploy it.
—————–
They need to be cleaned up. The feces and trash laying around is horrible, I think that the city needs to regulate how long people stay and make sure our city isn’t being degraded by the trash and waste.
—————–
Enforce any applicable laws, if they are not breaking any laws then people need to deal with it. If they are in violation then enforce males. We are a nation of laws follow them or change them.
—————–
They need to be eradicated. How, I have no idea.
—————–
I think a designated area , required to be keep clean , trash under control , bathroom and shower Facilities available but must be maintain , no drugs no alcohol , pets allowed . Conditions of Staying , following sanitary laws and Actively pursuing Job opportunities, starting with a cleaning crew set up for them by them of them to keep there neighborhood up .
—————–
Not allow camping in none designated camping areas
—————–
Get ride of it
—————–
The campers need to move to legal free campsites. Grassy Flats is just one of the many state and federal free campgrounds that allow a minimum of 2 weeks free camping.
—————–
Ban them. They are misusing our resources and making legit health concerns for the good citizens. If they can’t even volunteer the hundreds of hours they have sitting idle to earn a resource from the city, then they didn’t earn it
—————–
More affordable housing, better job opportunities
—————–
If we as home owners can not park our RVs on the street when not in use the homeless should not be able to live in them. Also I can’t keep a trailer or any other vehicle on the street without license and insurance so hold them to that standard also.
—————–
Make it illegal to squat and quit inviting more to come here.
—————–
Move them some place else
—————–
Eviction notices. Then pick the stuff up that has not vacated.
—————–
No one should be sleeping in the streets or sidewalks. If they are unable to work, they should be given subsidized housing. If they are able to work but just don’t want to, they should be living off the streets or out of their RV’s and paying rent or a mortgage like other people. They camps need to be dismantled.
—————–
They need to find one remote spot and put them all there and then a resource type of thing by them to see if they can do stuff to better their lives and homeless situation.
—————–
One way tickets to Salem and Portland!
—————–
Evict. I can’t conduct similar acts on my street or sidewalk without recourse. They are taking advantage and creating filth, unsanitary areas and crime.
—————–
The homeless need to be held accountable. They need to be held to the same standards that everyone else in the community are held to. We need to increase our substance abuse services and look into low income housing options.
—————–
Some states are building tiny houses for the homeless. Maybe look into similar programs?
—————–
They have to be moved off the streets ( first federal) etc. and away from parks ( Jor dancer) etc. We need to feel safe in the city
—————–
Find some place for them to go live and self regulate and for the group that does want to be part of society. Get them case workers, jobs that’s pay enough to live on and mental heath.
—————–
I think somehow we need to figure a way for them to keep their area cleaner. I understand they need a place to stay but they also need to keep things clean. I know it would cost money but so does cleaning up after them. So why not provide garage service and portable bathrooms.
—————–
Job relocation and assistance
—————–
Find shelters for all of them. Doesn’t matter if they are nice, just somewhere so their out of everyone’s way.
—————–
Send them back to Portland or to wherever they came from. Give them ONE night lodging, a free meal and sent out of town the next day like they used to back in the day here.
—————–
I don’t have the answers. But some kind of planned tinyhomes or an area where if they obey the rules they can stay
—————–
They need to go
—————–
What about the old RV Park on 18,
—————–
They need to be broken down and cleaned up and if the homeless want to stay they need to get a job and help pay for them self and clean up their messes
—————–
I think someone should be assigned to this problem and act as a liason between the city and the homeless.
—————–
I liked what was discussed in “Seattle is Dying,” concerning New Jersey, I believe. Incarcerate for crimes, then put people through treatment programs that will actually make a difference in their futures. No acceptance of vagrant lifestyles for our town.
—————–
Allow people to get ahead. But have no tolerance for lawlessness and drug use. If someone breaks the rules, they must go.
—————–
Clean them up and clean em’ out
—————–
Be removed
—————–
Homelessness is a nationwide problem, we need to offer more mental health services and alcohol/drug treatment services to all. Instead of using inmates to clean roadsides and parks. Use the homeless and pay them minimum wage. Increases self esteem and gives them the ability to buy necessities. But, hold them accountable for their actions.
—————–
Move outside of neighborhoods and businesses.
—————–
Need to be band and citations issues.
—————–
Answered above.
—————–
Open up a safehouse / asylum only for those in Mcminnville. Do the census for homeless in Mcminnville to get the counts and turn others from other cities away.
—————–
They need to be removed. There are several programs available within the city already that are not being utilized.
—————–
I think they need to eliminate the overnight parking on Dustin CT, Marsh ln, and no tent camping anywhere on sidewalk and streets. Each individual is different, find a mental health advocate, drug advocate, and an employment program, get them off the streets.
—————–
No sidewalk camping. That is not right.
—————–
The need to be broken up
—————–
They need to be removed and need to be held to the same standards as every other law abiding citizen.
—————–
Enforce current rules.
—————–
A committee, caseworkers, homeless camp, garbage service. Possibly give individuals 6 months to get on their feet with services.
—————–
Disband them
—————–
If people leave behind their tents or sleeping bags, it’s littering, have a clean up crew pick up and throw it away. If you stay on it then people who don’t like it will leave. Get reserve officers to patrol, they can crack down on the public urination, drugs and littering.
—————–
Move them out and don’t let new ones get started.
—————–
Marsh lane needs to go !
—————–
DO NOT ALLOW OVERNIGHT CAMPING
—————–
I think we need a plot of land for people to put their RVs, and camp. Self governed with rules for cleanliness and safety. Assistance from city for trash, police patrols, and transportation to services in the area.
—————–
Find one or 2 large areas where tent cities or RV dry parking can happen. Restrict people to those areas. Provide porta potties that are regularly serviced, and dumpsters that are emptied as needed. Pods or tiny houses would also be good, with case management and rules for those areas.
—————–
Need to get them off the streets literally. They are trashing it. And blocking traffic. And it’s a huge safety concern
—————–
Clean up our streets! Make them move and when they setup camp again, make them move again and again, Continue doing this until they get so tired of it they either move on or get their sht together.
—————–
Build small tract homes or low income housing that could hold them.
—————–
The drug addicts & thrives need to learn their worth, stop pooping in public, throwing their needles all over our parks, get sober, get jobs & move out of the street & sidewalks.
—————–
They need to be kicked out of city limits anyone seen living on the streets should have all vehicles and camper towed away and be cited for loitering and littering. And or taken to jail.
—————–
Create an area for them to move to where we don’t have to step over them.
—————–
Reach out to homeless and help with as many resources as possible
—————–
I think police need to crack down on the laws
—————–
Move them out of town.
—————–
We need to designate a space for them to stay and a curfew for people that have no business being out.
—————–
They need to be provided garbage service and toileting if the city is unwilling to make them move.
—————–
The areas need to be cleaned up and the homeless needs to be moved out
—————–
Instead of building new hotels and infostructure build homeless shelters and other sources of shelter. Better yet stop charging arm and legs for rent and mortgage.
—————–
Remove them
—————–
Shut them down get rid of Kate brown hold them responsible open jobs
—————–
Find a place that can be managed by them that the city owns that in prefer to stay there they have to live by certain standards
—————–
There needs to be a no tolerance policy when it comes to tent camps within city limits
—————–
get them out of here.
—————–
Water cannons should do it
—————–
Help them. Its not that hard
—————–
Clean them up and make arrests for drug abusers, get them mandatory treatment and help the ones that have fallen on hard times.
—————–
If you do cite them and they have to go to court, then that would probably be enough of a deterrent. Even when they go to court, don’t you just have to say sorry? It’s not like they missed out on anything except their spot and if they haven’t slept there since then, they prove they have another place to go.
—————–
Bus ticket back to Portland one way.
—————–
is there a place that people who have tents that can stay for a time? are there other places people with vehicles can park? can people in yamhill county allow people to park and stay in rv’s or cars on private property, like in a driveway
—————–
Send them back to San Fran
—————–
I don’t see anyone of them paying taxes.Charge them to park
—————–
They need to be heavily policed
—————–
Boot them
—————–
They need to be removed. There is a double standard and I think we as a city need to vote people into office that will not stand down to this probe. Again these are not your typical homeless people.
—————–
They need to go.
—————–
Held to same standard as everyone.
—————–
Cut off resources for any homeless that are not originally McMinnville residents
—————–
They need to just leave, the police need to do more, the more help there is that’s coming around the more homeless people that come too. It’s not fair for the working people in this community to struggle with medical care and they get it for free. It’s ridiculous.
—————–
I don’t mind the camps but they to keep them clean! Piled up garbage or letting their mess spread out is not ok.
—————–
They all need closed down and told to leave to outside city limits
—————–
They need to be policed more. The homeless shelter should be encouraged. Those who want help should get the help they need. Those who choose not to accept help need to be held to same standards as other citizens.
—————–
I think people that have homes should stop being so cruel to the people without homes. Driving by and honking and calling them names doesn’t help at all.
—————–
Enforce current codes and the problem will solve itself.
—————–
I’m not sure, but driving by and honking at them does anything to help the situation.
—————–
They need to clean up, be respectful to people going up and down.
—————–
Make them leave
—————–
Good question
—————–
They need to be cleaned up and follow the rules, if they do not comply charge them, or make them move on.
—————–
I think they definitely should not be aloud near parks, libraries or anywhere children play. I know people that have found needles and human waste in parks, bathrooms and by schools. Why is this ok? If anything, how about an empty lot(s)? Seems that would be Better than the street or sidewalk.
—————–
Something needs to change.
—————–
We need to identify the problems of the people in these camps to find out how can we prevent further homelessness. If we want to help them out of their situation, they need a bed and a warm meal & health care for starters.
—————–
See my answer to number 6.
—————–
Tiny homes and proper placements and invitations to them.
—————–
Move them out clean it up
—————–
Proper homeless camp area, on city property with fencing, bathrooms, garbage and heavy police presence
—————–
Legitimate campingnisnone thing, living on a right of way is another
—————–
I feel like they should either clean up or move on.
—————–
Removed. It’s a safety, health, sanitations, and drug issue.
—————–
Build tiny houses
—————–
I don’t know the answer, but we definitely need more affordable housing
—————–
It would be beneficial if we could create an area outside the core of the city to allow homeless camping.
—————–
Enforce the laws, disorderly conduct, offensive littering, etc..
—————–
There should be a qualified, non-homeless citizen hired to be in charge of all the homeless camps and the city’s efforts. These camps should have co-op gardens and the homeless could get paid or credits in exchange for working in garden and other useful jobs, etc.
—————–
Services to help people recovery self sufficiency
—————–
Get them out of here
—————–
There are several locations that are vacant that could be used housing and garbage services.
—————–
Have a place for them to live and work
—————–
Enforce the law
—————–
Relocate
—————–
Strict enforcement and court mandated treatment
—————–
All the taxes on the brown paper bags in McMinnville that money should be used to make housing for the homeless instead of the city getting it
—————–
Well there not much we can do sense it’s their constitutional right apparently! At the same time I have the constructional right to protect myself, my family, and my property as I see fit.
—————–
Make them clean up and get out!
—————–
Preferably they need to all be gone completely. Unfortunately I don’t think that will happen. Perhaps set up a community service charting..if the work everyday they can earn a night of camping. Or they need to be towed somewhere. It is starting to effect our kids in this town, if I can’t feel safe taking my own kids to the park how is that fair to the hard working law abiding citizens of the town
—————–
Clean them up and kick them out. Most of them are not good law abiding citizens that are falling on hard times. Criminals should not get hand outs. There also should be no pan handling!! They make a ton of money and pay no taxes.
—————–
Consider creating tiny home communities
—————–
The streets need to be cleaned and they need to go elsewhere. A lot of them are younger kids who look like their bodies are more than able to be working so why are you laying on the sidewalk!?
—————–
Move them out like Portland did
—————–
Clean them out and put these folks to work for the community
—————–
Shut them down, maybe keep one for drug free. Make them work cleaning it up, they can live in a defined area if they work 8 hours a day ( no cash, just in exchange fir a place to pitch a tent. Look how fast they’d move to another have holding town.
—————–
Cleaned out and require them to keep them clean or make them move on.
—————–
I’m really not sure. No one seems to want them anywhere but they are here.
—————–
There’s needs to be a designated land out of city limits for homeless
—————–
If they are living in tents and trailers they are not homeless so have them move to a campground and require them to pay.
—————–
It needs to be taken down and everyone needs to move on and if you don’t move then you get your Rv or motor home taken away and you go to jail but I think if your trying to do better and have a job that you can prove to the police and courts them in those people maybe leave them alone as long as there area is clean
—————–
Move them to 3rd st and watch how fast it’s fixed
—————–
Provide an assessment of each homeless person. Why are they homeless? What do you need to get on your feet again? Asking several questions AND based on individual circumstance then action steps. Drug addiction; get in to recovery or go to jail. Mental illness; provide necessary mental health access or institutionalize if unable to thrive. Circumstantial; work to find employment and short term transitional housing. Doesn’t consider themselves homeless; pay rent on your location and pay your own way. All the money that is being wasted on the countless hours of talk and no action could fund programs that actually work.
—————–
Clean it up
—————–
Take care of the drug problems and mental health
—————–
They should be removed. Tents on side walk so complete unacceptable and should not be allowed.
—————–
They need to be cleaned up. Maybe have a time when they need to clean up the tents by
—————–
I wish I had a solution, but I don’t. I have empathy for the homeless, but it’s becoming more of a safety issue for me now.
—————–
You tell us the people !
—————–
Maybe the city can somehow create and are where the homeless can feel safe and secure. I don’t know what that could be but one that isn’t on a street would be a good start
—————–
Provide ways for them to have mental health services and addiction services
—————–
The all need to be gotten rid of
—————–
They need to be forced to clean up and leave. In other cities, homeless are forced to move along. Why is that not enforced in McMinnville?
—————–
Drive them out or put them in the homes of those who want other to care for them, but not them.
—————–
Everyone needs to be expected to pull their own weight. There needs to be help available for those that WANT it and NEED it. But not for those that take advantage of it. Proof of disability or proof of looking for work should be required for assistance.
—————–
They need to be drug tested and evaluated for loitering and distrusting the peace. Endangerment to the public. There’s plenty of services that they are open handily abusing.
—————–
Increase efforts to provide a safe space for those experiencing homelessness while also keeping them safe.
—————–
move them out to a proper “campground” . Give them low cost vouchers for dial a ride if they need to get into town for something, meals , etc.
—————–
Get them out of town…away from businesses and parks….stop giving them handouts….
—————–
Move to a location such as a vacant shopping mall where they have food and shelter and the help they need and off the streets.
—————–
I don’t have an answer, but it’s getting out of control. People shouldn’t be allowed to camp on a sidewalk or side of the road. If I have garbage on the side of my house or park a vehicle on my lawn, I will get a notice from the city saying I need to clean up; I’m in violation. So why is camping in the middle of town Ok. I don’t get it. I have compassion for the homeless but…..
—————–
Provide dumpsters and port-a-potties and leave them alone. them alone.
—————–
Give them 24 hours to vacate, otherwise their things are impounded and they are given a fine.
—————–
Give them notice to move and then arrest and tow away their vehicles
—————–
Camping on main sidewalks should not be allowed. Permission should be asked to camp on private property if allowed. Cleanliness of any camping areas needs to be monitored and rules followed. No drugs.
—————–
Kick them out and have them go somewhere else
—————–
They need to be evicted and made to move on.
—————–
Clear them from areas that children and businesses use.
—————–
They need to be held accountable for obeying laws and regulations and not impeding pedestrian or motor traffic — and they also need to be able to feel safe.
—————–
Work with the citizens and businesses in the county. Make housing that the homeless could live in up to 3 years to help them get stable and keep clean. Medical attention, determine if the people need care in nursing or adult foster homes. Reduce food waste by grocery stores and restaurants and provide food for the community as a whole.
—————–
Kicked out. Get a job . You’re giving them a reason to be lazy.
—————–
Can’t do a whole lot. Affordable housing.
—————–
They must be stopped
ANSWERS TO QUESTION 9 “OTHER”
There is a combination of local and outside homeless.
—————–
I think it is a combination of locals and those from outside our area. McMinnville has become known as a community that enables. We need to help, but it needs to be specialized and helpful, not just making it easy for them to stay homeless.
—————–
Have them required to go thru a clearing facility and carry an I’d card , no I’d card put them on a bus out of town.
—————–
McMinnville is where services are available to county residents so no not all are from McMinnville, but a large share are from Yamhill county.
—————–
I believe lower rents would help
—————–
They are mostly from out of the area and I don’t think we “help” them by allowing them to not observe the laws/ordinances the rest of us are required to.
—————–
If we don’t provide resources to help them off the streets, they will just increase and impede on us more. Regardless of where they come from or why they are on the street.
—————–
IDK
—————–
I think its a lot of all those things. Both residents and non residents are here now, and they need some kind of gelp IF they chosse to do their part too. No handouts. They need to work for their keep same as everyone else.
—————–
They are coming here from Portland crime has skyrocketed
—————–
I think they are from outside Mac
—————–
They’re both I’m sure. But Mac should not be obligated to help those who do not want to better their situation..
—————–
Both local and outside people. Need help, DUH
—————–
It is local people and folks from larger metro areas.
—————–
They are from Mcminnville and transients from other citirs
—————–
I have talked to a few homeless people in the area who shared they are new to McMinnville. It seems it started as local residents, but continued to grow as word spread about supports in our area.
—————–
It is a combo. Really in the big picture it doesn’t matter. Humans are humans & we are called to help the lest of thes.
—————–
some from Mac/Yamhill, some from elsewhere
—————–
I think my answers above respond adequately to this question.
—————–
Combination of locals and those attracted to serviices provided
—————–
Outside and inside
—————–
The homeless situation is locals and also people coming from out of Mac, we need to set a strong presenter help but we abut your also have to help yourself. Focusing on helping those that are already here and needing resources instead of allowing it to be a free for all.
—————–
Mixed group from near and far.
—————–
Mix of local and regional. Their origin is irrelevant.
—————–
I think the leadership of McMinnville and Yamhill County need to be good stewards of public spaces and protect them for public use while facilitating the responsible relocation, or at a minimum the sanitary management, of the homeless camps. But I do not believe any populations should be exempt from law (public intox, drug use, assault, parental responsibilities, trash accumulation, derelict cars)
—————–
They are trickling from Portland. Portland has become overran with homeless and now they are coming to cities that are not hard on homelessness and getting it taking care of.
—————–
I believe it’s a mix of both local residents and out of town. I actually knew someone who moved out near Riverside because she just couldn’t afford the high rent in the area.
—————–
Both. This is a problem that our government has created. Some are families who just cant afford to live due to rent being too high. A lady I have lived next to for 17yrs who has a very good job is having to leave her place due to rent going to high. She is a single lady with a fulltime salary job. She doesnt drive a fancy car or have expensive clothes and she cant even make it. That’s a problem.
—————–
I would suspect it varies. It’s human nature to find somewhere with peace, stability and comfort. Even if it means being homeless and finding another town to live in. It’s not as if they are not people.
—————–
Salem and Portland mostly because they get put on buses and dropped off. Seen it for years.
—————–
Coming from Portland
—————–
It is a mix of locals and newcomers. I know a few that have lived here 20+years, some who were in homes in the past, a few who grew up here and have mental health problems. I’ve also met a man who said he has walked and gotten rides from Florida.
—————–
I don’t know.
—————–
I think they are local & from outside of McMinnville, just trying to survive….
—————–
I don’t know.
—————–
Do something about the drug problem
—————–
Yamhill County residents, Portland residents, ect.
—————–
It’s a combination of local and others. They need help to get back into productive society and it shouldn’t matter where they are from.
—————–
I work in the parks and the majority of them I have spoken with are from out of town, many out of state.
—————–
Local and out of area. They need to work their way up again. Those with the drug habits need to take help in healing themselves. Mental health help has been a disgrace in America
—————–
I think some are local but many are from other locations.
—————–
Portland….everywhere. Some are locals and a lot aren’t
—————–
These are Oregonians. They are us.
—————–
I believe that’s its it’s a mix of local, county and people outside of Mcminnville that were bused here.
—————–
They are local and from other places.
—————–
A mix. Most of the shady ones I can bet $ are not from Mac. Yamhill county even!
—————–
I believe they come from both in and out of the city and though we shouldn’t be obligated we also shouldn’t be admonished for choosing not to help. If someone doesn’t want to be helped they can’t be, eventually the homeless do need to take responsibility for themselves.
—————–
I think they are local and out of town.
—————–
Doesn’t matter
—————–
both outside and inside mac but we need to help regardless
—————–
All over. Have you seen the Utube video about all the free services we offer and within walking distance. Again, this is not a true homeless issue.
—————–
I think other cities have sent them here to lessen their homeless population and we should send them back.
—————–
Who cares where they’re from
—————–
I don’t know but it doesn’t matter.
—————–
A combination of local and outside…drug users and mental health issues
—————–
I think they are from outside Mac coming here because of the free services. We need to help them by making them accountable. They need to show that they are actively pursuing work, etc in order to “earn” the community services.
—————–
It should be taken by a case by case basis the ones that are actively trying to seek employment bettering their lives and trying to get out from the situation that they’re in should be helped the ones that are just into doing their drugs and living off of the free services that are also the ones that have outstanding fines debts collections for the county That have no intentions of ever paying.
—————–
Regardless of where they’ve come from, they should be held to abide by the same laws and ordinances the rest of us do.
—————–
I think it’s outsiders and some locals. I think everyone should help to a certain extent.
—————–
I think they come from all over
—————–
We need to help but they also need to help themselves as well
—————–
I think they are not from Mac and too many people are taking advantage of being allowed to camp on street and in RVs. There are plenty of jobs available. It’s all about choice.
—————–
Local and outside Mac
—————–
I think they are from both, mostly out of town though. I think we can help some of them, but unfortunately not all really want the help. They choose this life because they don’t want to work they want to sit around and do drugs all day.
—————–
They are predominantly local, but you can’t excluded transients that have choice to stay. The increase in homeless start locally, but with the growing community of people in need it will attract people passing through to stay.
—————–
I think a lot of them came in from out of town when churches started offering to let them camp out and putting in lockers for them to store their belongings.
—————–
Combination of 2 and 3.
—————–
I think it’s a mix of both local and outside of Mac. I think it’s a combination of things, access to services but also not taking advantage of these services without accountability.
—————–
They come from big cities (i.e. Vegas, Phoenix, LA) with bus tickets saying come here or Portland because they treat them better. I HAVE SEEN IT WHEN I WENT TO TO VEGAS.
—————–
I think they are being brought in from the bigger cities and I’m unsure as to whether we should help or not. As said before, services are being taken advantage of.
—————–
I think they’re from Mac and not from Mac. There is a need for compassion, but the drug use and trashing of the streets needs to stop.
—————–
I haven’t spoken to them so I don’t know where they come from. I assume many are local people that lost their homes because property taxes jumped recently.
—————–
Don’t know don’t care. Get our streets cleaned up
—————–
A bit of all of these. Locals and non locals. We need to help but not all of them are willing to change their situation.
—————–
I think they are both local and non. Rumor has it that because we have these camps more are coming from out of town.
—————–
Outside of McMinnville seeking safe haven. They most likely have been vacated from other areas due to many possible factors.
—————–
I think they know they will get help here, and take advantage of it too much
—————–
I think it’s a mixture of Mac and outside residents.
—————–
I think they’re both local and non-local. And I think we should help if we can
—————–
I believe a lot of them are from out of McMinnville, and is not our responsibility to take care if there needs or wants. Although, I believe we should help them with food.
—————–
Sanctuary cities aren’t just for illegal immigrants, they have proven to be a boon for the homeless population by providing handouts with no requirements or consequences
—————–
I do feel that if we took drug addiction and mental health more seriously that the homeless problem would not be as large. We need a rehabilitation program to help these people become contributing members of society.
—————–
Both local and out of area
—————–
I don’t know. I have heard they’re mostly from out of town and we’ve become known as a bunch of softies so they come here?
—————–
I think they are coming from outside of Mac. And that we should help them to an extent.
—————–
I think the majority of them are not locals but there are some locals mixed in. The fact the city has allowed this to happen for so long has just opened the floodgates for more homeless to come here.
—————–
I think they are outside of Mac having spoken to most of them after working 10 years in a local retail shop that is Constantly having to deal with the homeless population’s good or bad
—————–
We need to help the true homeless get back on their feet. The transients need to move on to a legal place to live their lifestyle
—————–
Have not met or talked to any of the homeless. I have heard their comments reported in the paper though. From their own words, many of them don’t want help. They choose to live that lifestyle and don’t see the need to comply with laws and regulations that the general population has to obey. That is wrong. If they can’t follow the same laws, they need to move or be removed.
—————–
I think it doesn’t matter where they are from. They are homeless and need help. Affordable housing is a good place to start.
—————–
Untill a poll is done do we really know hwere they are from?
—————–
They are coming from outside of MAC because the churches promised to help them.
—————–
They have told me they have came from all over very few are from Mcminnville
—————–
A good mix of both local residents and outside.
—————–
Does it teally matter where they originated???
—————–
It doesn’t matter where they are from. We should help them BUT we deserve their respect and common decency’ in return. If they steal from us or break laws they should be punished. They are using taking advantage of every little inch we afford.
—————–
I think they are coming from outside the area.
—————–
Outside, not everyone can afford to help them and they’re making it hard by trashing the streets / parks. If they want help they should clean up after themselves
—————–
I believe there is a combination of local and non local residents in these homeless camps. I do think that they need to take responsibility for their actions and situations.
—————–
The homeless are a community. They communicate with each other and migrate toward services that supply needs without requirement.
—————–
Silly this question doesn’t let you pick multiple answers. I believe it is locals & also out of towners. It’s no different than immigrants coming to this country for a better life. People move here because it’s a beautiful place to live & maybe it’s their chance to start over. Also, there needs to be a rent inflation ordinance in yamhill county. Ppl can’t make it no matter how hard they work.
—————–
We need to help people who want to work and get themselves in a better situation. We should not enable people who want to do drugs and not work for a living.
—————–
Some maybe from Mac/Yamhill county but I believe most come to town on the bus line or get rides to town because they hear of all the different services.
—————–
some are long time residents, but others are from outside.
—————–
I think there is a mix of both locals and out of towners. I personally know several locals that are on the streets, but I have also heard of people coming from other towns.
—————–
Think it’s from other areas and maybe here. I heard that they get bus tickets from other cities to come here. So they don’t fix issues they give it to someone else to figure it out.
—————–
They are both mcminnville needs to start charging less for rent or raise the wages that jobs pay and stop catering to the wineries and the rich people coming in from California and start paying closer attention to the people living here.
—————–
A combination of locals and transients that need help to find a solution
—————–
It doesn’t matter where they came from if they won’t take work offers they don’t want the help that we offer
—————–
All of the above.
—————–
there is a mixture of people from town and from out of town.
—————–
They are all the above. They are people. People who fell on hard times, people who don’t know how to ask for help. People who just want help and are not sure where to turn.
—————–
Who knows. I do know that my son has chosen tha.t lifestyle do to his addiction. He has been arrested several times. He needs to be mandated to a treatment program.
—————–
Portland
—————–
I think they’re both inside and outside of mac as some cities will literally pay for bus passes for them to leave their city.
—————–
No clue, all over.
—————–
I think a combination of both but, mostly outside of Mac. I think we should help BUT only if they can pass a drug test.
—————–
no idea
—————–
Where they are coming from doesn’t matter.
—————–
I think some come from outside Mac, but others and they are the majority come form Mac.
—————–
I think they are a mixture of both
—————–
They are probably both from Mac and outside of Mac. They still need our help.
—————–
I not sure, probably a mix of local and non locals?
—————–
I think a large number of our homeless population comes from outside the area because McMinnville has a reputation of having great services for homeless people
—————–
I think it’s a mixture but many local youth. Once again our drug epidemic and the way and the way we’ve outsourced jobs for so many years it’s created this mess. The Great Depression with Drugs added
—————–
They are local and from out of town. Hand up, not hand out. They have to willing to accept the services and resources available to them.
—————–
Combination with new arrivals constantly from elsewhere adding top the problem
—————–
I think they are coming from outside of Mac, Some help for them sure but very limited and with restrictions
—————–
No idea where they are from, but we still need to help
—————–
Have them pack up and move each day. They can sleep on public lands, ok? But they have to be gone each day. And cut off other services, or require drug testing. Hold these people accountable, just like any other citizen.
—————–
I think it’s a mix. The more we help, the more will come.
—————–
Help them help themselves. Let them clean the parks, in exchange fir a place to out their tents.
—————–
I think it’s a mixture of both
—————–
I believe most have local connections but also think some may be bussed here from other areas.
—————–
I heard bigger cities (Portland) are giving them “one way” bus passes to McMinnville. That is the problem. Where is the accountability?
—————–
These homeless are coming from anywhere
—————–
They’re probably from all over but what does it matter where they’re from if they’re all here then we need to do something to either help them get back on their feet or at least give them a place where they can feel safe.
—————–
Not sure, but I suspect PDX or California or both
—————–
I think most are probably from Portland. They are fleeing to Mac because they know we won’t do anything about it.
—————–
Help initially yes, and put some boundaries in place…help them for 30 days, they can get meals and vouchers for transport out to the new campground. After 30 days, they have “apply” for a camp permit, and that would include a background, just like if they were renting an apt. in our little town! How do we know WHO these people are? Child molesters in hiding? Criminals of all sorts in hiding?
—————–
There are some from here, but a lot are coming in from other areas because of the services here. Other places won’t give them handouts so they come here.
—————–
I think McMinnville is not helping them but ignoring them by allowing them to be on the streets and nobody knows where they are from.
—————–
Combo of local and outside. They deserve a hand up not a hand out.
—————–
Some may be local, but from what I understand most of them are form out of the area. We used to have a few homeless people around town, but nothing like now.
—————–
I think most are from outside mac. If they will accept help in the form of a job, or way to get off the streets, then they should be helped. If they have no intention of helping themselves, they should move on.
—————–
Both local and outside the city.
—————–
Doesn’t matter
